THE PLIGHT OF A POOR SERVING DSC'S FAMILY

ALARMING DIAGNOSTIC COSTS. POOR CANNOT AFFORD

Recently I happened to accompany the wife of a DSC Sepoy for emergency medical treatment. The DSC Sepoy is serving in J&K Area and his wife and three children are living in a village in Southern Tamil Nadu. The DSC Sepoy and his families are eligible for free medical treatment in the Army hospitals. But in this case his family could not avail any free army hospital facility as she is living in a non-military area. Also they cannot avail ECHS facility as her husband is serving as DSC.

First for emergency, I took her to a Taluk level government hospital. The patient was having severe pain in the lower abdomen, unable to bear and started running here and there. A lady doctor in the government hospital attended her for emergency and later advised her to take so many diagnostic tests like, ultra sound scan, CT Scan, Xray, ECG etc., etc. for further treatment. The above diagnostic facilities are not available in the government hospital. Finally I took her to a private hospital in a nearby town district head quarters.

The Specialist in the private hospital wrote down a list of diagnostic tests to be taken before starting any treatment. I admitted on the morning of 29.03.09. The following tests were taken.

Complete blood & urine analysis test cost -- -- Rs.1000

Xray on various parts of the body -- -- Rs. 500

Abdomen USG scan -- -- -- -- -- Rs. 500

Abdomen CT scan with IV -- -- -- -- Rs.4750

Room rent and other hospital bills not included. Still the actual treatment not started.

For the last 3 days I am running here and there to take the above diagnostic tests only. Still the specialist doctor is unable to find out what is the cause of severe pain in the abdomen. Within 3 days the poor sepoy’s family has paid around Rs.10,000/- for diagnostic tests only. But so far no relief from the pain. The visiting specialist doctors do not tell anything except telling to do more and more tests. The patient paid to the hospital bills by pledging her jewels to a pawn broker for urgent purpose.

Now the patient’s pain is more about the expenses than her actual abdomen pain. This is the condition of a serving DSC’s family (separated). Will the MOD and the ECHS authorities do something for a free treatment at the ECHS polyclinics in that area to these type of families.?

ஒரு பயணி கொல்லப்பட்டார்.

பயணிகளின் பாதுகாப்புக்கு என்ன செய்தது இந்த அரசு

வீடு திரும்ப வேண்டும் . அதற்கு அரசு உடனடியாக
நடவடிக்கை எடுக்க வேண்டும் என்பது
உறவினர்களின் கோரிக்கை.

தலைவனை (மொஹமது அசார்) இந்தியாவிலுள்ள சிறையிலிருந்து விடுவித்து அவர்களிடம் ஒப்படைப்பது.

முப்பத்தி எட்டு ஆண்டுகளுக்கு மேலாகியும் பாகிஸ்தானில் அடைபட்டுள்ள பல நுற்றுகணக்கான போர் கைதிகளை இந்தியா அரசால் மீட்க முடிய வில்லை. நாட்டுக்காக போரிட்ட, உயிர் நீத்த வீரர்களின் நிலையை நாம் எண்ணி பார்க்க வேண்டும்.

இந்தியா, பாகிஸ்தான் உறவுகள் மேம்பட நமது பிரதமர்கள் திரு வாஜ்பாய் , திரு மன்மோகன்சிங் இவர்களின் முயற்சிகள் பாராட்டத்தக்கது. எனினும் போர் கைதிகள் நிலைமை மிகவும் கவலைகிடமாக இருக்கிறது.

நாற்பது ஆண்டு காலமாக நூற்று கணக்கான ராணுவ வீரர்கள் போர் கைதிகளாக பிடிபட்டு பாகிஸ்தான் சிறைகளில் துயரம் அடைந்து வருதின்றனர். இவர்களின் குடும்பத்தினர் படும் துன்பங்கள் எந்த செய்தி தாள்களிலும் வருவதில்லை. மனித உரிமைகள் அணையதிடமும் செஞ்சிலுவை சங்கத்திடமும் எத்தனையோ விண்ணப்பங்கள் கொடுத்ததும் பலன் இல்லை.

ஆயுள் தண்டனை கைதிகள் கூட பதினைந்து ஆண்டுகளில் விடுதலை ஆகி விடுகிறார்கள். ஆனால் இந்த போர் கைதிகள் நிலைமையை எண்ணி பார்த்தீர்களா ? இதற்கு தீர்வு தான் என்ன ?

ECHS FACILITIES FOR THE FAMILIES OF DSC PERSONNEL (DRAWING DEFENCE PENSION.) LIVING SEPARATELY.

A large number of PBOR especially from the Army (Sepoy to Hav) join the Defence Security Corps. Most of them are drawing defence pension, married and having school going children. During their service in the DSC, their families live a separated life. Because of the size of their family, education of their children etc., etc., their families are forced to live separately.

2. The medical facilities available to the service DSC personnel cannot be availed by their families because of this separated life in far away places. These serving DSC personnel, besides being defence pensioners, their families are not in a position to join ECHS facilities.

3. In view of the above, it is requested that the families of these DSC personnel may be classified as Separated families and allowed to avail ECHS facilities as a Special case. Will the MOD and ECHS authorities look into the matter and consider this request ?

NON PAYMENT OF CORRECT PENSION BY SBI, CPPC, CHENNAI

This is a copy of a petition given by a defence pensioner to the Chief Manager, SBI CPPC, Chennai -1 on 03 Jan 2009. It is more than 3 months passed. Still the Bank had not paid the amount claimed. Still the pensioner is running from pillar to post. This is one example, as to how the banks are dealing the defence pensioners.

DENIAL TWO FAMILY PENSIONS TO THE WIDOWS

DENIAL OF TWO FAMILY PENSIONS TO THE WIDOWS OF RE-EMPLOYED EX-SERVICEMAN

Exservicemen are forced for re-employment because of a truncated service in the armed forces.
After retirement from the re-employed post, they are allowed to draw two pensions. One from the Defence service and the other from the re-employed department. But after the demise of the ex-serviceman, the widow is denied two family pensions. This is a great injustice. Only the ex-servicemen families are affected by these orders. Even though the matter was referred to the 6th CPC. But the commission did not mention anything about our request for both the pensions to the widows. Will the anomaly committee take up this issue ?

PBOR MEMBERSHIP IN IESM

THE MEMBERSHIP OF PBOR AND THEIR FAMILIES IN THE IESM ?

I had an opportunity to view the list of IESM members e-mailed to in excel format. It is a tremendous job done by the IESM team. Nowhere in the world that, an organization publishes the list of its members with full particulars to its members. The concept is great. Hats-off ,to those who have given the idea and implemented it.

It is here in the list I noticed that the PBOR membership is very poor. It is a great concern for a growing organization like IESM. There are around 19 lakh ex-servicemen in India (including widows). More than 85% are PBORs. We have to think and find the reason and take necessary remedial action to en-roll as many PBOR and their families as possible as members of our great organization.

Now that, we have decided to come on the street and fight for justice. Any action like dharna, fast, road roko, demonstration, all depends on the numbers of heads that takes part. I give below few suggestions to increase PBOR membership.

1. If necessary let us wave the membership fee for PBOR or reduce it to Rs.10 or Rs.50.

2. Let us conduct an all India campaign for the membership drive for one month by sending our IESM active members to the places like Esm canteens, ECHS polyclinics and all record offices. Simultaneously we have to spread the message on the importance of an all India organization like IESM.

3. We have to print some literature on the anomalies of pay commission and the injustice done to us. We have to create awareness about their correct entitlement on pension and get them paid to them through Banks.

4. We have to redress their grievances on pension and other social problems through IESM. Lot more can be done by active participation of our field workers.

Let us try. 19 lakhs is our membership target. Let us work together to win.

REVISION OF PENSION FOR PBOR 6TH CPC

REVISION OF PBOR PENSION MADE EASY (STEP-II)

The pension of PBORs were required to be revised w.e.f. 1.1.2006 vide MOD letter No.14(3)/2004-D(Pens/Sers) Vol-III dt.1.2.06 and No.14(3)/2004-D/Sers) Vol-V dt.2.5.06. The order also stated that the work of revising the pension in all affected cases was required to be completed by the PDAs by 30.9.2006 and a monthly progress report as per the proforma (Annexure ‘B’) to be submitted to PCDA(P) Allahabad. It is more than 30 months passed, still there are lots of complaints from the PBORs that their pensions have not been revised as per the above orders.

2. In the mean time the MOD issued another order of 6^th CPC dt.11.11.2008 for implementation based on the revision done as per their above letter dt.1.2.2006. Now only the PCDA(P) Allahabad knows how far the improvement in pension order dt.1.2.06 have been implemented by the banks based on the monthly progress report sent by the banks.

3. The contact person in the O/O the PCDA(P) Allahabad in respect of the monthly progress report on the implementation of the Improvement in Pension order dt.1.2.06 is Shri D.C.Hansda, ACDA(P). We may contact Shri D.C.Hansda, through RTI to get the position of pension revision of PBOR. The information gathered through RTI will give us an idea as to how to proceed further in the matter.

4. In the mean time I have prepared some tables to show the amount of arrears to be paid to a Sepoy from Gp.A to E as per circular No.350 and there after as per 6^th CPC arrears 40% and 60% in whichever beneficial way either by Annexure I or Annexure II. The arrears are calculated for the period from 1.1.06 to 31.8.08 for 32 moths. Tables for other ranks will be prepared after getting confirmation/feed back from the concerned experts from our IESM.

5. I humbly request our IESM core group to take up the issue with MOD to issue tables in similar lines to enable the banks to disburse arrears at an early date if not done correctly.

6. Tables for Sepoys (Only) for all groups sent herewith as an attachment, to this e-mail. After verification, these tables may be printed and circulated to all Exsm. Canteens and ECHS Polyclinic’s Notice Boards.

7. Comparison of Annexure I and III tables in the case of Sepoys of Group ‘A’

A Sepoy of Gp.’A’ 15 yrs. Service as per Annex I ---Rs.3615 as per Annex –III Rs.4016

A Sepoy of Gp.’A’ 20 yrs. Service as per Annex I ----Rs.4338 as per Annex –III Rs.4819.

From the above example, it can be seen that Annexure III is beneficial by about Rs.401 for 15 years Service and is beneficial by Rs.481 for 20 years service.

8. But all the banks have revised the pension as per Annexure I. Therefore the revised pension and arrears paid also less. It is more than 6 months passed, some small Ex-servicemen Associations, individuals here and there made lot of representations to the Banks. But none of the Banks seems to be bothered about this issue. Even the CDA(P) issued a circular on this issue dated 2.2.09, still the banks are not bothered to re-calculate the arrears and revise the pension. (The SBI’s Central Pension Processing Cell, Chennai-1 is an example in this regard.)

9. It is our IESM, which should take firm action against the Banks on all India level.

2. Arrears to be paid as per Circular No.350 for

the period from 1.1.06 to 31.8.08 for 32 months.

3. Existing pension as on 1.1.06 which is the base for revising as per

6^th CPC (Annexure I or Annexure III whichever is beneficial)

4. Revised pension as per Annexure III of MOD letter dt.11.11.08 which is

More beneficial compared to Annexure I.

5. 60% of arrears payable as per 6^th CPC in this year.

6. 40% of arrears, would have been paid by now to all. Individual pensioners to verify with their pass books entries with this table. If there is any discrepancy in the revised pension & arrears, all the affected pensioners are to report to our IESM nominated person with full details.
