THE REVISED PENSION FOR JCOS & BELOW


THE revised pension for JCOs & below

A most valuable comment that every PBOR should read & appreciate.

The new pension rules for our veteran brothers up to the JCO & Eqvt level based on the recommendations of Secretary committee are finally out & accessible to all the interested veterans having computer access.
In this connection I would like to bring out my comments published earlier in this blog which are copied & placed below.
The revised pension per the proposal of secretary would most likely be for X group with 33 years of service including weightage:

Sepoy 50% of 14050 = 7025
Naik 50 % of 15060 =7530
Havildar 50 % of 16710 =8355
Naib Subedar 50 % of 23020 =11510
Subedar 50 % of 26210 = 13105
Sub Major 50 % of 26900 = 13450
EO&E
You may verify these figures from the table in 6th pay commision report , modified by the secretaries Report.The formula for my calculation was given in my earlier comments.

I should bring out here that my calculation was slightly different for the ranks of Sepoy ,Naik & Havildar due to my omission of element of Classification pay/allowance of Rs 120/- thereby showing a discrepancy of Rs 60/- in my figures arrived at.However ,the figures in respect of Nb Subedar ,Subedar & Sub Major are correctly calculated by me as compared to the figures appearing in the table for army veterans in group X at 30 Years plus service.
Now it would be interesting to compare the pension if it was granted @70% of the minimum of the pay band as per the scale approved by the Govt.


The amount of pension based on 70% of the minimum pay band is placed below for comparison with the amount now approved by the Govt:
Sepoy : 70% of (5200+2000 grade pay+2000 MSP +1400 Group X pay +150 of Classification pay=10750x70%=7525 while the presnt pension approve is 7085.
Naik:5200+2400+2000+1400+120=11120x70%=7784 compared to 7590 approved pension.
Havildar: 5200+2800+2000+1400+120=11520
x70%=8064 compared to 8064 approved pension
Nb Sub.:9300+4200+2000+1400=16900
x70%=11830 compared to Rs 11510 approved pension.
Subedar: 9300+4600+2000+1400=17300
x70%=12110 compared to Rs 13105 approved pension.
Sub. Major: 9300+4800+2000+1400=17500
x70%=12250 compared to Rs 13450
I would leave it to the readers to make their own assessment of what is sanctioned as compared to OROP if sanctioned as envisaged by us.


Therefore please do NOT be misguided by the PSEUDO LEADERS who claim that OROP suits only OFFICERS & not all the veterans.Of course I did not calculate the pension of say Havildar who retires post 2006 with 30 years of service. Just imagine what would be his pension while he is placed in pay band as on 01 jan 2006 at say 26/27 years of service & his pension amount in comparison with a Havildar with the same length of service but who retired before 01 Jan 2006.
I leave it your judgement to reconcile to the present state of your pension in case you had retired before Jan 2006 or aspire & fight for OROP.

I am browsing thru a lot of blogs of Ex-Servicemen. I find one common that each & every blog is fighting each other and takes the credit. The present is on the same line. This calculation is considered for full length of service. What about some anomolies for SGT in AF. The Group I SGT is placed with LAC & CPL. When Sgt being considered as SNCO and enjoying the facilities of JWO/WO, why his band is lowered to CPL level. Will any bloggers raise this point. Murthy.

To start with, I would like to congratulate you that " in civil life held better position(than probably in IAF) & done great things in financial world."
Now coming to your comments about the anomalies for SGT in IAF ,I wish to bring out the following:
The pension tables are based on Max length of service in each rank & follow the norms of higher the rank but equal length of service ,the pension is correspondingly higher. However ,the Govt had revised the reckon-able additional service for determining the pension from 5 years to all servicemen to 10,8,6 years for Sepoys, Naik,Havildar & eqvt respectively while retaining the same to 5 years for higher ranks of JCOS & Eqvt effective 01 Jan 2006 ,before the 6PC report was even published. Now this provision did help the ranks of LAC & CPLs of IAF only between 15 to 17.5years of service.If we are to ask any LAC affected by this (Which I wonder if any one exists) to just a few CPLs who belong to a period, joining IAF before 1979 when the initial term of engagement was changed to 20 years of service. So let us NOT grudge a few of those CPLs who could not make it to the rank of SGT due to any reason ,an extra 100 Rs basic pension.Again the number of such affected CPLs is just negligible!
Be large hearted to such beneficiaries after all they too deserve some thing when all of US are hankering for MORE.
Now coming to having a higher pay band for SNCOs, it does deserve consideration. But let us NOT IGNORE one aspect of this rank that is is NOT time based rank yet.Some trades/ Groups specially in IAF get faster promotions to this rank while others have to wait for longer periods.In stead of making rank based pay structure in the armed forces, we should have a revised basis of pay scale based on length of service supported by other qualifying features of passing prescribed tests of proficiency. There is much more to be considered than what I have just stated basically to cover your comments ,including the effective date of such revision should have been 01 Jan,2006 rather than July 2009.
I am NOT sure whether Veteran Muthukrishanan has been specially patronizing me for being an Ex Officer or for the conviction generated by what I wrote.
The purpose of my initial comments was to apprise the Ex-servicemen about the inadequacy of pension granted by the Committee of Secretaries,even the grant of pension to 70% of minimum,as compared with the OROP which would universally benefit all of us ,irrespective of status for all future revisions of pensions. Of course each has his own perception/aspiration.BUT LET US BE GUIDED BY OUR OWN CONVICTIONS BASED ON SOUND REASONING.

Thanks for the details. My only point was that SGT is treated as SNCO and extended various facilities such as in the mess, orderly duties, then why their band is lowered. I was retired in the year 1981after 18 years service and now I am not aware of many things in IAF. However whatever we old people get , most of us are content. One more thing I wish to say that this pension increase was declared due to question raised by Sri.L.K.Advani in Lok Sabha and within 5 days the long pending matter was resolved.

IF IT IS AN OROP AND RELIGIOUSLY IMPLEMENTED, ALL THE GOVT SHOULD DO IS TO PLACE ALL THE PENSIONERS WHETHER PRE OR POST 1.1.06 UNDER THE SAME BANNER WITH EQUAL PENSION FOR EQUAL SERVICE DISREGARDING THE GROUPS THEY HELD WHILE IN SERVICE.

I have spent three months almost every day going to the pension office(DPDO)Amritsar for restarting my pension, infact they lost my Pension book from the file if I had no photo copy of my pension book with me then you could imagine what would be the result! After got exhausted in an effort to restart my pension as NRI I had to return without any fruitful decision. Once they sent the case to Jullander office and came back due to some new index forms were not filled and my pesion case file was still hanging around there only, some days DPDO was sick and some times on holidays. My head was in pain with stress to see how a pensioner is treated!

I RTRD IN JAN 1969 AFTER 15YRS.I WAS NOT PAID A SINGLE PAISA AS SERVICE GRAUTITY. DCRG.THEY SAY DCRG CAME IN TO EFFECT FROM YR 1970.

WHAT HAPPENED TO PERSONNEL WHO SERVED THE SERVICES WERE UNWANTED.

ONCE THE RULE IS BROUGHT OUT IT SHOULD BE APPLICABLE TO PRE OR POST ERA.ANY COMMENT & CAN ANY BODY ANSWER THIS QUARRY.

May I know what will be total pension of pre 1995 PBOR who have completed 15 years of service or 16,17,18,19 or 20 years of service.It will be highly appreciated if this table of pension is posted in your blog. I have gone through the OROP tables orders as published.
I am surprised to note no benefits are given to JCOs and.equilents in Air Force and Navy.May I know the reason we are left out dry in these hard times for which we waited so long. In the orders issued in respective tables for above Ranks show NO CHANGE.
It is very sad. AnyConvincing answer ?

Dear Sir,
It is learnt that ex-servicemen are exempted to pay toll tax while travelling in his/her own vehicle. Recently I travelled from Indore to Bhopal the toll authorities have collected toll tax even after showing the valid identity card issued by DSSA board saying that they are not received any such order. Sir I would like to know that is there any such order exists that ex-servicemen are exempted from paying toll tax either from Govt or from Supreme court. If so kindly reproduce the letter through this blog so that so many ex-servicemen will be benefitted.

I Army No 2879637W Havildar & Honorary Naib Subedar Vijai Kumar have served in Army for 24 years & 02 days with an Exemplary character with effect from 30 October 2006 to 31 October 2006 and retired on 31 October 2006. I have honoured by honorary rank Naib Subedar on 26 January 2007 with effect from 01 November 2006.
It is intimated that my pension is less as entitlement. My revised pension has fixed at Rs 7750/- as average minimum pension of Naib Subedar, it should be fixed at Rs 9382/- as per table No - 32 of circular No 471 dated 30 November 2011.

pension only.

b. GOI MOD vide their letter 17(4)/08(2)/D(Pen/Policy) dated 18
August 2010 had promulgated that the pension of post 01 Jan 2006
retirees will not be lesser than the pre- 01 Jan 2006 veterans for the
corresponding rank/group and qualifying service.

c. Pension of post 01 Jan 2006 retirees Naib Subedar need to be
protected by the pension applicable to pre Jan 2006 retirees vide
PCDA (P) Circular 471 dated 30 September 2011.

8. In view of the above, you are requested to direct/instruct to the concern authority for do the needful for correction or revise the service pension as entitlement. An early action is requested. I shall be highly obliged.

After a long fighting by our dear & near Veterans , a major part of acceptance by the GOI, is very Great achievement. Dear comrade, i Ex-JWO. Arya Prem would like to congratulate you for the social service extended to our fellow IESM. i left Air Force in Jan 1991, kindly try to answer my query i.e. while in service after becoming an SNCO, all lower group trades were brought to group III, RATHER SAY, there were only three groups after becoming an SNCO. as a pensioner as per the latest PPO i received through my Bank why i am brought down to Group V/5, i was getting a basic pension of 8411 i.e. Group III JWO, now it is reduced to 7903. You can check the pre-2006 table as published in article 547, for all the three services. A Group JWO is paid close to Group II CPL of 21 years length of service. is it fair.

Dear Comrade, Till date we are only shown tempting tables as would be revised pension, or (proposed) is there any Official table which can be taken for granted. we will get this scale of pension. it is un-predictable,what Govt does it . when it does is not known.

What are the benefits of joining in Indian Air Force as a Technical Airman? Long training, long working hours, maintaining and repairing the highly sophisticated and costly machines, but restricted to remain in the lowest pay band, starting from joining to leaving the service (initial bond of 20 years). This may be also a reason that very few of these highly skilled and experienced Personnel, extend their services after completing their initial bonds. The service loses the experience and the skills. It takes years to know the sophisticated airborne machines thoroughly and by the time he learns the initial bond ends and he finds no reason to extend his service further, because of the low salary and the very least chance of getting any further promotion. Is it the loss of the nation or the organization?
Technical Airmen are either a civil diploma holder or 10+2 in Science. After training, they become equivalent to a civil diploma engineer but the reason is unknown why they are placed in the lowest pay band (5200-20200) with an X group pay of 1400 Rs. only. The civil diploma engineers are directly placed in PB-2 with a Grade pay of 4200 Rs. Can I say that, this is gross injustice and discrimination? Will justice be ever meted out to the Technical Personnel (Group X) of the IAF?
Further, a civil diploma engineer starts getting degree engineer’s scale in 10 to 12 years, after getting promoted to an Asst Engineer or an engineer, but for a Technical Airman, even to get a diploma engineer’s scale, he has to complete a minimum of 13 years of service, clears all the relevant exams, and becomes a SGT but does he get the diploma engineer’s scale then also? You will be astonished to know the fact.
In 5th Pay Commission: Civil diploma engineer: 5000-150-8000 / Pay of technical SGT: 4670-85- 5945. Later upgraded to 5000-100-6500 (Reason)
In 6th Pay Commission: Civil diploma engineer: 9300-34800 with a grade pay of 4200 Rs. / Pay of Technical SGT (It’s shocking but true) 5200-20200 with a Grade pay of 2800 Rs. only. Yes, this is the pay and status of the Group (X) Technical SGTs of the Indian Air Force. Is this not discrimination and injustice? Can I say that this factor can demoralize the Technical Airmen (Group X) very well?
There are no dearth of good politicians and bureaucrats in our country. Why they have not intervened so far? There can not be any argument that higher ranks deserve higher pays, but does that mean the subordinate staffs need to be suppressed and paid less?
Now come to the point of Military Service Pay. What does that pay means? Commissioned officers 15500/-, military nursing officers 10800/- and the ranks, placed below the commissioned officers, only 5200/-? The subordinate ranks, including the JCOs, SGTs are less military than the military nursing officers? How a non combatant staff will draw more MSP than the Combatant Personnel? If this pay is related to the status and rank, then why this pay is waived off for the higher ranking officials? I suggest renaming this pay as military status pay, else MSP must be made equal for each and every combatant member of the armed forces.
If the above mentioned anomalies are not sorted out then, whether OROP or Pay Commission, the Technical Airmen (Group X) will always get less salaries. Do not allow them to live in a demoralized state as a veteran.
I request that the pay anomalies of the Technical Personnel (Group X) of the IAF may be sorted out at the earliest, because sense of prejudice, sense of neglect and low morale may become a cause for any fatal accident, involving the experienced men and the costly flying machines and the nation will ultimately bear that loss. It then needs to repurchase those costly machines again and again, for smooth functioning of the organization. A developing nation, like us, can not afford that. (Views expressed are my personal)

Good Day to all. For past few months there is a hot discussion among all ex-servicemen about the arrears of pension for pre-2006 pensioners.... some says SBI has already given the dues to pension account holders and some other says other banks also have cleared the dues but the UCO Bank is yet to clear all such dues to the pensioners. It is difficult to know how far it is correct as regards to few banks have cleared all those dues to their account holders.

Can somebody throw some light to this issue clearing queries such as where one can get the arrears calculation table ?

I served in IAF, as a Technical Airman, from 16.04.1988 to 11.07.1997 & left IAF without Pension. And working in BSNL (earlier Dept. of Telecom.), from 19.07.2000.
How to include my IAF service in the "Qualifying Service for Pension Calculation in BSNL (A PSU)? Where to approach?. WHAT TO DO?

As per table No 7 of circular No 555 dated 04 February 2016 basic pension of Honorary Naib Subedar & Naib Subedar of X group for service 24 years or 26 years has fixed in same rate i.e. Rs 11138 but basic pension of Honorary Naib Subedar & Naib Subedar of Y group is different. This difference is Rs 1004/- .
As per table No 7 of circular No 555 dated 04 February 2016 for 24 years service Y group Honorary Naib Subedar basic pension has fixed at Rs 8425/- and Naib Subedar basic pension has fixed on Rs 9429/- which is not understood in OROP and it is injustice with the Honorary Naib Subedar of Y group.
Hony Rank of Naib Subedar granted to Havildar will be notionally considered as a promotion to the higher grade pay and will be allowed notionally for the purposes of fixation of pension only with effect from 01-1-2006. The said decision has been communicated vide Ministry of Defence letter NO. 1(8)/2008-D (Pen/ Policy) dated 12-6-2009.
As per table No 7 of circular No 555 dated 04 February 2016 24 years service of X group Naib Subedar & Honorary Naib Subedar pension are equal, so 24 years service of Y group Naib Subedar & Honorary Naib Subedar pension also should be equal, please consider it.

I 2879637W Honorary Naib Subedar Vijai Kumar have served in Army 24 Years & 02 days. My service particular's is as under -

Date of enrolment - 30 October 1982.

Date of retirement - 31 October 2006 (A/N).

Date of birth - 25 April 1962.

PPO No - S/29763/2006 (ARMY)

Basic Pension as per 6 CPC - Rs 7750/-

Revised Basic Pension on acceptance of OROP - Rs 8425/-

It is observed that pension of X group Honorary Naib Subedar & Naib Subedar of 24 years service is equal i.e. Rs 11138/- as per table No 7 of circular No 555 dated 04 February 2016. But basic pension of Y group Honorary Naib Subedar & Naib Subedar of 24 years service is different. 24 years service of Naib Subedar basic pension is more than Honorary Naib Subedar of 24 years service & this diffrence between Honorary Naib Subedar& Naib Subedar of 24 years service is Rs 1004. In this circular in table No 7 Y group Honorary Naib Subedar basic pension is Rs 8425 & 24 years service of Naib Subedar basic pension is Rs 9424. It should be equal as OROP as implemented for X group 24 years service of Honorary Naib Subedar & 24 years service of Naib Subedar basic pension are equal.

Mere pitaji be Sena me I kul 12 sal service ki hei,parantu unhe kisi bi prakar ki pension nahi mili.mujhe mad at kare.mei unki pension shut karvana chahta hu.
