RATIONALIZATION OF CASUALTY PENSIONARY AWARDS FOR THE ARMED FORCES PENSIONERS.  SPECIAL BENEFITS IN CASES OF DEATH AND DISABILITY IN SERVICE PRIOR TO 01.01.2006.

ORDERS  ISSUED

The long awaited letter on modified parity for casualty awards has finally been issued.  The rates are based on 6^th CPC scales.  The following pensions will be further revised based on this order w.e.f. 01.01.2006.

Special Family Pension

Liberalized Family Pension

Disability Element.

War Injury Element.

Since it is a Policy letter from MOD, the Pension Disbursing Banks may wait for the implementation instructions from the CDA(P) Allahabad.  (Even though the letter says that the banks can pay, but we know that the Banks will not respond)  Therefore, the affected pensioners will have to wait some more days.  Meanwhile ask your associations to work out the arrears and be  ready to fight with the PDAs once again.  (the families of the lower ranks, Sep, Naiks, Havildars and equivalent ranks in the other services who are drawing Special Family Pension @ Rs.7000/- w.e.f. 1.1.2006 will not be affected by this order)

SPECIAL FAMILY PENSION

SPECIAL  FAMILY  PENSION  (JCOs & ORs)

v  Special Family Pension (SFP) is granted to next of kin of a JCO or OR whose death is attributable to or aggravated by military service conditions.

v  SFP is also granted when the JCO or OR is in receipt of disability pension and dies before the age of 60 years.

v  SFP is calculated at uniform rate of 60% of reckonable emoluments subject to minimum of Rs.2550 w.e.f. 1.1.96 and Rs.7000 w.e.f. 1.1.2006 respectively.

v  Unlike ordinary family pension, SPECIAL FAMILY PENSION is granted for the benefit of the entire family.  Therefore, if the recipient does not support other dependant family members, the competent authority (based on an investigation from Army Recruiting Office) may at his own discretion, divide the special family pension in such ratio as he deems fit.

o   Example: If the widow who is in receipt of SFP does not support the dependant mother-in-law, the competent authority may divide the SFP between the widow and the mother in law in the ratio of 50:50.

o   On the death of the mother-in-law, the 50% share of mother-in-law will be restored back to the widow.

v  Remarriage of widow will not be a disqualification and the widow will continue to be in receipt of special family pension even after remarriage.

  

  SPECIAL  FAMILY  PENSION  -  SECOND  LIFE  AWARD

v  Second life award of special family pension to the parents (ie. After the death of the original recipient) and in the absence of parents, to the eligible brothers/sisters, is permissible.  Second life award shall be at the rate of 50% of the special family pension.

 

SPECIAL FAMILY PENSION (JCOs & ORs) विशेष परिवार पेंशन (जे सी ओ और अन्य रैंकों)

• Special Family Pension (SFP) is granted to next of kin of a JCO or OR whose death is attributable to or aggravated by military service conditions. विशेष पारिवारिक पेंशन (SFP) की स्थिति सैन्य सेवा से बढ़ रहा है या करने के लिए प्रदान करने के लिए अगले परिजनों के कारण एक के जूनियर कमीशन अफसर है या मौत या जिनकी.

• SFP is also granted when the JCO or OR is in receipt of disability pension and dies before the age of 60 years. SFP दी जाती है जब भी जूनियर कमीशन अफसर या विकलांगता या पेंशन की प्राप्ति है और साल में 60 साल की उम्र में मर जाता से पहले.

• இராணுவ பணிநிமித்தம் மரணமடையும் படை வீரர் குடும்பத்துக்கு (இங்கு குடும்பம் என்பது , மனைவி, குழந்தைகள், பெற்றோர், உடன் பிறந்த சகோதர சகோதரிகளும் அடங்கும்)  விசேஷ குடும்ப பென்சன் வழங்கபடுகிறது.  

• இது சாதாரண குடும்ப பென்சனைவிட இரண்டு மடங்கு அதிகம். 1 1 .2006 முதல் குறைந்தபட்ச விசேஷ குடும்ப பென்ஷன் ரூபாய் 7000 .
• இயலாமை பென்சன் பெற்றுவரும் ஒரு படை வீரர் 60  வயதிற்கு முன்னர் இறந்துவிட்டால் அவர் மனைவிக்கு விசேஷ குடும்ப பென்சன் வழங்கப்படும். 
• சாதாரண குடும்ப பென்சன்போல் இல்லாமல் விசேஷ குடும்ப பென்சன் பெரும் ஒரு இளம் விதவை தன்னுடைய கணவருடைய குடும்பத்துடன் சேர்ந்து வாழாமல் தனித்து வாழ முற்பட்டால் இந்த பென்சனை இரண்டாக பிரித்து வழங்க அரசுக்கு உரிமை உண்டு என்பதை அறியவும்.
•  
• மறுமணம் செய்து கொண்டாலும், சில நிபந்தனைகளுகுட்பட்டு தொடர்ந்து பென்சன் வழங்கப்படும்.
•  
• விசேஷ குடும்ப பென்சன் பெற்றுவந்த ஒரு விதவை இறந்துவிட்டால் , அந்த படைவீரருடைய  பெற்றோருக்கும் , ஒருவேளை பெற்றோர் இறந்து விட்டால் படைவீரருடைய சகோதர சகோதரிக்கும்  இந்த பென்சன் பெற உரிமை உண்டு.  இந்த முறையில் வழங்கப்படும் பென்சனுக்கு  SECOND LIFE AWARD என்று பெயர். இது விசேஷ குடும்ப பென்சனில் பாதியாக இருக்கும்.

• இது போன்ற சில முக்கியமான பென்சன் பலன்களை பெறவேண்டுமானால், பென்சனர்கள் விழிப்புடன் இருக்கவேண்டும்.  நல சங்கங்கள் இதுபோன்ற தகவல்களை கூட்டங்களில் எடுத்து சொல்லவேண்டும்.  அல்லது புத்தகங்களாக வெளியிடலாம்.

"தெரிந்து கொள்ளுங்கள்" என்ற புத்தகம் மிகவும் பயனுள்ளது என்பதை நீங்கள் ஒவ்வொருவரும் படித்தால்தான் தெரியும்.

THE  IMPORTANCE  OF  DATA  BASE  FOR   GROWING

WELFARE  ASSOCIATIONS.

It is very important that a growing Welfare Association, should have up-to-date information about their members.  Without having the full details of the members, the Association cannot  give any help to its members.

Particularly, in the case of Defence Pensioners, the Individual’s specific information such as Service No., Rank, Group, Name etc., are very important for the Welfare Association to render all possible help to their families in emergency situation.

Keeping the importance in mind, the Air Force Association, Puducherry Sub-Branch had designed a Bio-data form, which should be filled up by each and every member and submitted to the office during the inaugural ceremony on 27.02.2011.

If every member sincerely attempts to fill up this format correctly and completely and comply with all the requirement in the format, it will be of a great help to you as well as to your family members in the future.

INVALID PENSION

WHAT  IS  INVALID  PENSION ?

An individual after 10 years of qualifying service or more but less than 15 years of service in invalided out of service and the percentage of disablement is less than 20%, the individual will be granted INVALID PENSION.

Similarly, the individual with qualifying service 10 years or more but less than 15 years and invalided out of service on low medical category and where the disability is neither attributable nor aggravated by military service, shall also be granted INVALID PENSION.

The invalid pension thus granted shall not be less than the minimum pension which is Rs.3500 w.e.f. 01.01.2006.  However, an individual invalided out after 14.5 years of qualifying service will get around Rs.4217 p.m..  But this amount of pension is to be fixed by the PSA on the basis of Annexure ‘A’ submitted by the individual.  It is therefore, very important that all those who are invalided out in less than 15 years of service are to submit Annexure ‘A’ through their PDA to get revised pension between Rs.3500 to Rs.4250 proportionate to their service.

(Where service is 10 years or more and disability pension claim is rejected being disability neither attributable to nor aggravated by military service, Invalid Pension is granted, which is equivalent to service element of disability pension.)
