YOUR SUGGESTIONS FOR STARTING AN AGED HOME.

It has been proposed to launch a website to help the defence pensioners. The date of launching of the website will be published through this Blog shortly.  The Ex-servicemen and Social Welfare Trust is being promoted by few aged veterans highly motivated for a social cause.

For the past four years, the Trust had experienced a great need for help in the area of pension payment from the banks.  The Trust had done tremendous work in this area.  Today there are more than one thousand defence pensioners are getting their correct pension from various banks, with the help of this Trust.

Another major social problems faced by the veterans is the care for the aged veterans. Inorder to overcome  this problem, the Exwel Trust is planning to start an aged home for the veterans.

As this venture requires lot of funds, the managing committee of the Trust is studying the feasibility in all angles to start the home at the earliest.

The Ministry Of Defence while issuing orders for implementing the recommendations of the Cabinet Secretary’s Committee (MOD letter No.PC10(1)/2009-D (Pen/Pol), Government of India, Ministry of Defence, Department of Ex-servicemen Welfare, New Delhi dt.08.03.2010) to revise the pension in respect of PBOR discharged prior to 01.01.2006 had referred upgraded pay scales and corresponding increase in pension under the ACP Scheme.

Para 3.4 of the above MOD letter refers this ACP Scheme.  Whereas the MOD had not clarified as to what is this ACP? And what is Financial Up gradation I and II? And who are all benefited by this scheme?

Neither the pension paying banks nor the Defence pensioners know any thing about the ACP.  The MOD must clarify the position immediately.

We request the MOD to kindly clarify the ACP Scheme and issue instructions to all the Banks in this regard.

As it is the pension paying banks are finding very difficult to pay the normal pension, in the circumstances, the new classifications like ACP and financial up gradation must be clearly explained to the Banks.

IT IS THE MEN BEHIND THE SHOW THAT MATTERS

We always say that the pension paying Banks play a vital role

in the well being of the pensioners. It is true. By pension paying Banks, we mean, the persons involved in dealing with the grievances of the pensioners and not the Bank.

It is the attitude of the staff working in any organization that brings name and fame to it.

Most of the times we appreciate the Bank as a whole, but fail to compliment the individual who was helpful in that issue.

In this context, we are proud to mention here the name of the individual officer MR.RAM GOPAL PAL, the SENIOR MANAGER, of Central Bank of India, Kovilpatti, Tirunelveli District, Tamilnadu who was very much helpful in attending the grievances of the pensioners attached to Central Bank of India, Kovilpatti.

GRANT OF DUAL FAMILY PENSION

GRANT OF DUAL FAMILY PENSION

As per the provisions of Min of Personnel, Public Grievances and

Pensions, Deptt of P&W OM No. 1/19/96-P&PW(E) dated 27 Jul 2001, the

families of the Govt. servants who are in receipt of family pension under

the Employees Pension Scheme 1995 and the Family Pension Scheme

1971, shall be eligible for family pension from Central Govt, in addition.

Accordingly the Min of Defence vide their letter No.

2/CC/B/D(Pen/Sers)/2001 dated 28 Aug 2001 has extended the above

provisions of Deptt. Of P&PW OM dated 27 Jul 2001, mutatis/ mutandis to

Armed Forces Personnel who were re-employed in the organisation/

establishments where Employess Pension scheme 1995 and

Family Pension Scheme1971 are in force. However, these orders will be

applicable with effect from 27 Jul 2001.

Note: The claimant has to submit the duly signed Re-employment

Certificate Part-I from the re-employer to the Pension Disbursing Authority/

Record Office in order to verify the eligibility of dual family pension. Blank copy

of Re-employment Certificate Part-I is available at AFRO website under Family

Pension heading in Pension and Welfare section.

Comment: The Indian Air Force Website had clarified the grant of dual family pension as given above.

Now the question is What is the difference between Employees Pension Scheme 1995 and the Employees Pension Scheme 1995 of the Nationalised Banks which was introduced in Banks from Nov 1993.

If both the schemes are self sustainable (Yes, it is self sustainable) and does not require any financial support from the Government of India, then why at all the dual family pension is denied to the families of ex-servicemen re-employed in banks.

All the nationalized banks have their own pension scheme called _______Employees Pension Regulations 1995. The scheme does not restrict its family pensioners drawing family pension from any other sources. Then why at all the Air Force Record Office deny the eligible family pension to the widows of ex-airman while the particular bank itself (Canara Bank Head Office) had clarified that there is no prohibition on the family of deceased ex-servicemen employee from receiving family pension from the Bank even if the family is in receipt of family pension from other sources.

All re-employed ex-servicemen bank employees and their families join together and submit a memorandum to the respective record offices for payment of dual family pension without any delay.
