WE WANT SOME IMPROVEMENT IN PENSION FOR THE PBOR


The pension paying banks are finding it very difficult to understand the special features of Defence Pension. The rank structure of PBORs, of the three services, their service conditions, the terms used in Defence Pensions are not understood by the Bankers.


Identifying a Special Family Pension, Liberalised Family Pension, Disability Pension, Constant Attemdamce Allowance, War Injury Pension, monetary allowance to gallantry awards etc., etc., are very difficult even to the concerned pensioners.


Many family pensioners of the PBORs don’t know the ranks of their husbands. In the circumstances, how can one expect the bank to pay correct pension. There is no compilation of a single comprehensive book on Defence pension.


Unfortunately, none of the ex-servicemen organizations have come forward to publish a book on this subject. There may be some here and there. But if it was worth referring, many banks would have come across such books and solved the problems to some extent.


The CDA (P) Allahabad, Ministry of Defence (Department of Ex-servicemen Welfare) and some recognized ex-servicemen associations are responsible for this state of affairs. Recently you may find lot of Websites and Blogs started by defence personnel. But they are not much useful to the Banks.


I regret to publish that one of the richest ex-servicemen organization like the Indian Ex-services League, so far neither started a Website nor published any book on Defence Pension.


It is a matter of great concern that the Indian Ex-services League, which was founded in the year 1964 by late Field Marshal K.M.Kariappa, recognized by the Govt. of India and claims having membership over many lakhs of ex-servicemen, is keeping silent over the genuine demands of the ex-servicemen for the ONE RANK ONE PENSION.


If the term OROP is confusing the finance ministry, at least get some improvement in pension for the PBOR specially the lower ranks i.e. Sepoys, Naiks and Havildars & equivalents in other services.

WHAT HAPPENED TO SECOND FAMILY PENSION ?


SECOND FAMILY PENSION


I have given sufficient information about the eligibility of second family pension to the widows of the re-employed ex-servicemen in public sector banks as per latest government orders. Please refer the postings in my Blog “indianexserviceman.blogspot.com” dated.14.09.2009.


So far the Department of ex-servicemen welfare or the record offices has not issued any circular to this effect. I personally know few widows who are eligible for both defence family pension and bank’s family pension as per the latest government orders are now drawing only bank’s family pension.

The Department of Ex-servicemen Welfare and the respective record offices should take up the matter and arrange for the release of the 2nd family pension without any delay.


I request all the Ex-servicemen welfare associations to take up the case on top priority.

The Canara Bank utilized the services of its retired officer Sgt.S.Kandiah in a big way and settled the grievances of many pensioners who are living in remote villages and drawing pension from rural branches.

All the defence pensioners who are drawing pension from the above branches are satisfied that they are being paid correct pension.


A single man visited all these branches alone and made this possible. Can any body name any such person doing such service to the ex-servicemen any where in the Country ? If so please send us his name and address with photo for publishing in this Blog. If we cannot do, at least we can appreciate and encourage them.


At this moment, the Exwel trust is proud to mention that it is the excellent recognition the Canara Bank management had given to its retired officer Sgt.S.Kandiah. But for the support by the Canara Bank management, this task would not have been achieved.


But why the other Banks like the SBI, IOB, Indian Bank are not utilizing the services of its retired ex-servicemen bank employees?


Sgt.S.Kandiah had visited many other Bank branches also. Except the State Bank of India, rest all the Banks co-operated for the speedy settlement of pension cases.


The SBI being the largest bank and having large number of pensioners with them, still not co-operating with the voluntary services of the Exwel Trust. For every problem of the pensioners the SBI branches simply tell the pensioners to go the CPPC, Chennai and close the chapter.


The grievances of the defence pensioners are mounting in SBI Branches. It is high time the SBI look into it immediately.

OLD AGE HOME FOR VETERANS


THE NEED FOR OLD AGE HOME FOR VETERANS


There is urgent need for aged home for the veterans. Children abandoning the aged parents are increasing day by day. Many colonies and individual houses constructed some forty years back with lot of dreams today remain deserted. There is no body to live in and maintain it.


Most of their children got very good higher education and flew away to US and UK. Now these aged parents not finding even a suitable servant to look after them in old age. Money is not the problem in many cases.


Their dreams like build a house, educate their children, arrange them a good married life every thing fulfilled, but the inherent desire to live jointly with them in the old age did not materialize.


For many educated senior citizens money is not the problem. The main problem is who will look after them at this old age.

Here comes the need for a well planned aged home exclusively for the aged veterans and their families. Of course there are a number of aged homes throughout the country.


The Exwel Trust carried out a survey on the problems of aged veterans and their families. It has been noticed with great concern that the life of many aged veterans at the their fag end is miserable. It may be understood that the pension alone will not give a peaceful life. It is the happy social family life that is needed with the pension.


In view of the increasing social unhappiness in a family, the Trust had decided to conduct frequent counseling to the needy families and educate them to have a joint family wherever possible to look after the aged parents.


The Trust is proposing to start an aged veteran’s home for the needy aged veterans. The details will be published in due course. In the meantime, the readers are welcome to give their suggestions in the matter.

BANK MANAGERS MEET AT TIRUNELVELI


The Pension Paying Banks (PDAs) plays a vital role in the welfare and well being of the pensioners. It is the Banks which is in contact with the pensioners for a long period. In many cases, the family pension is also continued in the same bank.


It is therefore necessary to have a good relationship and understanding with the banks and the respective branch managers.


In view of the above, the Exwel Trust proposes to conduct a Bank Manager’s meeting in Tirunelveli Centre. It is proposed to invite all the branch managers in and around Tirunelveli city for the metting. The purpose of the meeting is to explain the problems of defence pensioners and family pensioners and suggest ways and means to solve them.

HOW TO GET YOUR REVISED PENSION & ARREARS


HOW TO GET REVISED PENSION AND ARREARS FROM THE BANK ?


It is more than 4 years passed, still many defence pensioners, family pensioners have not received the revised pension and arrears. The calculation of arrears become more complicated day by day because of a number of amendments to original instructions. The calculation of Additional pension to pensioners aged above 80 years and LTA incase of deceased pensioners have become more complicated. The Banks simply reply that they do not know how to calculate. There is no organization on all India basis to help the pensioners.


In the circumstances, unless some compulsion is made under any statutory Act, the Bank managements will not bother about the pensioners grievances. Even a legal notice to the Bank will cost more and have no effect. Therefore, the only way to get the correct pension and arrears is make use of the RTI Act 2005.


First of all submit an application under RTI Act to the pension paying Bank’s Public Information Officer seeking a detailed pension paid particulars from 1.1.2006 till date. The application format is given below. You will definitely receive a reply.


In the Part II portion of your application, you make a request to the PIO to furnish the names of the Officers responsible for payment of your revised pension and arrears.


Under the Act, the Bank has to reply or pay the arrears within the stipulated period. The basic information required for revision of pension is the details of a pensioner such as his Name, Service Number, Rank, Group, Service, Date of retirement etc. and pension paid particulars from 1.1.06.

WE WANT REASONABLE PENSION




WE WANT REASONABLE PENSION NOT NECESSARILY O.R.O.P.


The main demands of the lower ranks of the PBOR are a reasonable pension that need not be One Rank One Pension. Reasonable pension means, a pension amount sufficient to live a peaceful life after sacrificing the youthful part of their life in the defence service.


It is not necessary that it should be OROP. It can be IP (Improvement in Pension) or CP (Compensating Pension) or in any name that can give them reasonable pension.


The basic principle is that the ex-servicemen demand is to compensate the truncated service and honour them with full pension that is given to other ordinary civil servants. In other words, the minimum pension should not be less than 50% of last pay drawn equated with the latest pay commission scales by giving them full weightage in service.


Let the Government reject the OROP. But accept our demand for a reasonable pension for a rigorous truncated service or give a suitable re-employment for completing 33 years service.


It is the military discipline that prevents these 17 lakh men not to go in for any sort of agitation for their pension hike. But it does not mean that they will remain disciplined for ever.


It is high time that the Government should take up the grievances of the lower ranks (PBOR) without delay and settle with a reasonable pension for Sepoys, Naiks and Havildars and equivalent ranks in the other services.


It may please be understood by the authorities that the ex-servicemen (PBORs)don’t need liquor. Instead they need rice and atta through canteen and better pension. If they understand the motive behind the issue of liquor to the ex-servicemen and widows, the situation will become worse.

THE DEFENCE PENSIONERS MUST KNOW THEIR PENSION.


It has been observed with great concern that a large number of Defence pensioners (PBORs) including Honorary Rank officers just accept whatever the bank pays to them as pension. The position of a family pensioner is still worse.


The highly educated children of many defence pensioners don’t bother about to find out whether their parents are getting the correct pension.


The Exwel Trust volunteers, practically go to the residences of many family pensioners after getting the details of pensioners and addresses from the pension paying banks. Hardly one percent of the pensioner comes out of their own for help. They simply continue to accept whatever is paid by the bank.


The Trust conducted one pensioners meet to help the pensioners to get their correct pension and arrears. The response was better than expected. But the follow up by the pensioners was very poor. There were about 150 pensioners in one pensioners meet. It was not possible for the organizers of the meet to settle all the cases in one day. Therefore they have asked the pensioners to come on different dates. But most of the pensioners did not turn up to get their correct pension. If this is the attitude of the majority of the defence pensioners, the banks will continue to pay whatever the amount they feel like paying. The voluntary organizations like the Exwel Trust will not have any interest to proceed further in the matter.


Whatever the services done by the Trust was purely voluntary. Most of the pensioners helped by the Trust are widows above the age of 70. They cannot go to the bank and claim the pension arrears of their own. They cannot approach even the pension adalat. The pension adalats are mere eye wash.

The Exwel Trust had referred more than 15 cases to the SBI CPPC, Chennai. So far the bank had not even acknowledged the complaint. Most of them are Special Family pensioners. They are being paid a basic pension of Rs.3500 instead of Rs.7000 from 01.01.2006.


We feel like sending legal notice to the bank. However we are afraid of the expenses involved on a legal procedure.


The Bank’s legal department seldom accepts the verdict of the lower court. They will not hesitate to drag the case to even supreme court. The banks may be able to spend any amount for the legal battle. But a poor pensioner cannot afford to spend.

It is high time that the Defence pensioners better know about their pension. Otherwise the Banks in due course may stop paying the pension.

The Ex-Servicemen and social welfare Trust arranged one Ex-Servicemen and Family pensioners meet on 19-6-2010 at Ayothya Hall, Janakiram Hotel, Tirunelveli, Tamil Nadu. Nearly 80 pensioners and family pensioners attended the meeting. The Managing TrusteeSgt.R.Chellappa (retd) welcomed all and thanked for coming all the way from different places in spite their age. Our Chief Admin .Officer Hony.Flt.Lt.MP.Natarajan(Retd) delivered a lecture on the Aims, achievements and future plans of our Trust and he also introduced all the participants by name. He explained in detail about Endorsement of Family pension and the importance of Joint account for pension account. Then Sgt.S.Kanthiah (Retd), Chief Liaison officer deliberated in depth about the entitlement of pension to different type of pensions, pensioners, Special family pension, Additional pension for aged above 80 years of age, as per VI the PC and narrated the way of our approach to the Bank. Most of the participants were helped by the Trust in getting their correct Rate of pension.

Our Chief Financial Trustee, Sgt.C.Muthukrishnan(Retd.) delivered a lecture on the formation of our Trust in length. He explained the rules, Circulars of VI the PC, the disappointment of ESM, and the role of Banks. He emphasized the pensioners to know their entitlement by discussing with people like us particularly Family pensioners and aged veterans above 80 years. The problems faced by aged pensioners were discussed by the Financial Trustee. The entire gathering welcomed the starting of an AGED HOME IMMEDIATELY. The meeting gave one single message to the Exwel Trust administrators that money alone will not bring peace of mind to aged people, it is the love and care which will. They expect that, they can get it from a well organized and administered AGED HOME. Thereafter, Chief Petty Officer Christopher, Hony.Lt.G.Ramasamy. Hony.Lt.Nataran , Hony.Flt.Lt.Isaac, Sep.Joseph, Sep.Sudalaimuthu Thevar, Sep.Arumugam and Smt.Saroja Pandian, Smt.Noorjahan Beevi, Smt.Thamilarasi and Smt.Manonmani interacted with Trust members by raising their doubts about pension and other matters. The meet was vibrant with these interactions. Smt.Kamala Thangaraja (Wife of MWO Thangaraja) spoke high of the Trust’s activitiesand praised the works done by all the Four aged Trustees and their continued and untiring works for the Ex-servicemen community. The Function was covered by local Cable TVs like ‘Karan TV’ and ‘Sathya TV’ and Tamil News papers like ‘Daily Thanthi’, ‘Dinakaran’ and ‘Dinamalar’.

எந்த பாராட்டுக்களையும் எதிர்பாராமல் செய்வதுதான் சேவை. எனினும் சேவை செய்ய வேண்டும் என்ற எண்ணம் ஒருவர் மனதில் மென் மேலும் பெருக அதற்கு பாராட்டுதல்கள் அவசியம்.

நல்ல மனமும், செய்நன்றி மறவாமையும், செய்தவர்களை மறக்காமல் இருத்தலும் அவசியம்.

துரதிர்ஷ்டவசமாக நமது பல முன்னாள் இராணுவத்தினர் நல சங்கங்களில் இந்த சாதாரண பாராட்டுக்களை கூட நமது நண்பர்கள் ஒருவருக்கொருவர் பகிர்ந்துகொள்ள தயங்குகிறார்கள்.

இதன் விளைவால் நமது சமுதாயம் சேவை உள்ளம் கொண்ட நல்ல பல மனிதர்களை இழக்கிறது. இந்த போக்கு நம் இன முன்னேற்றத்திற்கு நல்லதல்ல.

எந்த ஒரு வீடோ, சமுதாயமோ அல்லது நாடோ சிறந்து விளங்க நல்ல தலைவர்கள் வேண்டும். நல்ல தலைவர்களை நாம்தான் கண்டெடுக்க வேண்டும்.

அகில இந்திய அளவில் சுமார் பதினேழு லட்சம் முன்னாள் இராணுவத்தினர்களை கொண்ட நம் சமுதாயத்துக்கு ஒரு நல்ல தலைவனை உருவாக்கி இருக்கிறோமா ?

நாம் நமக்கென்று ஒரு தலைவனை உருவாக்க வேண்டாமா ? நம் இனத்தவர்களில் பலர் அங்கும் இங்கும் பிரிந்து பல அறிய சேவைகளை செய்து வருகிறார்கள்.

இன்றைய சூழ்நிலையில் நம் எல்லோருக்கும் நல்ல ஒரு தலைவன் தேவை. அவரை நாம் கண்டெடுக்கும் நாள்தான் நம் கோரிக்கைகள் நிறைவேறும் நாள்.

When are the new OROP scales expected ? (Ex-Hav S S Sudan)

There is nothing called the ‘OROP scales’ in the offing. The letter regarding the new improved pensionary benefits for defence personnel (does not include Officers) is expected to be issued any time now. Also the letters concerning improvement of pension of Lt Gens, broad-banding of disability percentages for pre-96 disability pensioners as well as grant of percentage system of disability element for pre-2006 disability pensioners, are also expected to be issued.

This must be an achievement by one individual

THE EXWEL TRUST CONTINUES ITS SERVICES

The Exwel Trust , on an extensive drive and interaction with pensioners, identified Two more aged veterans, who are being paid less by the Banks. One Ex-Sep Jesudian Nadar ( 8812301 ) aged 89, DOB 23-6-1920 and another Ex.Hav. Pandiaraj ( 6257489 ) aged 83 ,DOB 27-8-1926. They were not aware that they are eligible for an additional pension on completing the age of 80.

When they explained their eligibility and the arrear amount of Rs.55000plus and Rs 41835/- respectively, they were simply taken to surprise. After careful scrutinize of PPO, Discharge book and the Bank Pass book, they calculated the arrears and submitted the Due/ Drawn statements to the concerned banks and requested them to revise pension on account of this Additional pension. The PDAs were kind enough to revise and pay the arrears promptly.

There are still many more such aged veterans not knowing their legitimate pension. The Trust continues to take untiring efforts and extensive interactions with pensioners/ Family pensioners to ensure that they are getting their rightful dues.

One family pensioner Smt.Germany Fernando w/o of Late Nb.Sub.Fernando ( JC 50820) was being paid incorrect basic pension by a Nationalized Bank at Viravanallur, Tirunelveli-Dist, Tamil Nadu. When they noticed the same and informed discrepancy to the branch, they were not convinced and wanted an order from the concerned Record Office/ CDA. Immediately they took up the matter with the D.S.C Record Office at Cannanore. The Record office was very prompt in replying, by instructing the bank to revise the Pension correctly as per 6th Pay commission, CDA Cir 397 and 403, MOD letter dated 11-11-2008 with a copy to us.

They contacted the branch over phone and discussed about the reply from DSC Record Office. But the branch was still insisting the correct amount in figure from RO/ CDA or from their Head Office. In view of the above happenings we were constrained to complaint to their Head Office. The Head Office at Chennai was very kind enough to immediately instruct the Branch suitably to revise the correct amount of Basic pension as Rs.4650/ for the particular widow Smt.Germany fernando W/O of a Nb.Sub , Group 'C'.

Now the branch has revised the pension and paid the arrears of Rs.36000/ plus. They have confirmed it from the pass book of the pensioner.

The poor widow visited Exwel Trust office and expressed her gratitude to the the Trust. Family pensioners are mostly neglected by the banks. It is once again reiterated that but for the timely intervention of our Trust, the pensioner would not have got the correct rate of pension at least in the near future.

The Trust is focusing more on such families/and aged pensioners. The Pension Adalats conducted by the Government authorities must be made more flexible and meaningful.

A small voluntary organization like the Exwel Trust could do so much of help to the aged pensioners, is a great achievement.
