 PROCEDURE FOR PROCESSING OF FAMILY PENSION CASES

FOR HANDICAPPED CHILDREN

1. Presently, during the life time of the pensioner and his spouse, family pension endorsement is not being notified in the PPO in favour of disabled son/daughter. However, every possible effort must be made by the pensioner to get the POR promulgated either while in service or after discharge. In case pensioner fails to get POR promulgated during his service period, he can apply for the same on the proforma provided overleaf to Air Force Record Office. The following are the requirements for

promulgation of POR for handicapped children: -

(a) A medical certificate (in original) from a doctor not below the status of civil surgeon or

medical officer of the rank of Brigadier and equivalent rank of Navy/Air Force stating out the disability, percentage of disability/degree of retardation and certifying that the individual is unable to earn his/her livelihood throughout his/her life.

(b) An affidavit (in original) sworn before a first class magistrate stating out as far as

possible the exact physical/mental condition of the child and inability of the child to earn his/her livelihood throughout his/her life. Percentage of disability is also required to be mentioned.

Affidavit is to be submitted in original.

2. For processing the Family Pension case for handicapped children after the

demise/disqualification of other eligible heirs, the following documents are required to be produced by the guardian of the handicapped child if POR has been promulgated and endorsement has been made in the service records of the pensioner. Documents mentioned at para 1(a) and (b) are also required in case no POR has been promulgated :-

(a) Income certificate stating monthly and annual income of the claimant from all the

sources issued by Revenue Officer/Tehsildar.

(b) Certificate of Martial status of the claimant obtained from First Class Gazetted

Officer/Village Sarpanch. (c) In the case of mentally handicapped children, the family pension shall be payable to person nominated by the Armed Forces personnel or pensioner, as the case may be, and in case no such nomination has been furnished by the Armed Forces personnel or pensioner during his life time, to the person nominated by the spouse of the deceased personnel or pensioner. In case service personnel, pensioner or family pensioner fails to nominate guardian during his/her life time, a Legal Guardianship Certificate obtained from a competent Court of Law under Guardianship and Ward Act 1890 would be mandatory.

1. The following documents/certificates are required for processing the family pension cases of widowed/divorced daughters: -

(a) Original affidavit sworn before a 1st class magistrate showing the details of claimant’s

marriage including the name of bride, bridegroom and date of death (widowed daughter)/date of divorce decree absolute (divorced daughter).

(b) Certificate of present martial status of claimant obtained from First Class Gazetted

Officer/Village Sarpanch.

(c) Income certificate of claimant issued by Revenue Officer/Tehsildar stating monthly and annual income from all the sources (d) Unemployment Certificate obtained from competent authority.

(e) Marriage Certificate of the claimant obtained from Registrar of Marriage showing the full details of her marriage.

(f) Original/Ink signed attested copy of Death Certificate of her husband issued by Registrar of Deaths. (In case of widowed daughter).

(g) Original/Ink signed attested copy of Divorce Decree obtained from Court of Law. (In case of divorced daughter).

(The case for Family Pension for widowed/Divorced daughter can be taken up only after the demise of the pensioner and death/disqualification of other heirs eligible for the same before her.)

EXWEL TRUST VISITS BOYS HOME

The Exwel Trust executives visited the ‘New Hope India Boys Home at Palayamkottai on 26.06.2010.  The Home is taking care of 30 young boys who have been deserted by  their aids affected parents.  Some are even orphaned due to aids.

Most of these boys have come from Dharmapuri District of Tamil Nadu.  The Tamil Nadu Government should do something more to the people of this district towards their welfare.

The boy’s home was in need of some financial assistance for meeting the day to day expenses and the educational expenses of the boys.

The Administrative Officer of the Trust Hon.Flt.Lt.M.P. Natarajan in consultation with other trustees interacted with the boys at the home and selected three boys and handed over a sum of Rs.4004/- to the Director of the Home Mr.Daniel.  The amount will be used to meet the annual educational expenses for these three boys.

BANKS CAN DISBURSE PENSION BY MONEY ORDERS

TO AGED AND BEDRIDDEN PENSIONERS. 

The difficulties experienced by the aged pensioners are innumerable.  Practically, the Bank's ATM Debit card cannot be used by an aged pensioner peacefully.

It is very difficult for an aged pensioner to remember the PIN number

and enter it quickly at the ATM machine to withdraw money.

Another thing, taking help in the matter of withdrawing money with ATM by

an aged pensioner is always risky.

The mobility of an aged pensioner from one place to another place

becomes risky and costly.

In the circumstances, it is requested that the banks may consider sending the

WORLD FATHER’S DAY

CELEBRATED BY GRAND FATHERS

Father's Day is a day honoring fathers and celebrating fatherhood, paternal bonds, and the influence of fathers in society. It is celebrated on the third Sunday of June in 55 countries and on ther days elsewhere. It complements Mother's Day, the celebration honoring mothers. It is a widely known celebration.

On the eve of FATHE’S DAY, on 3rd Sunday of Jun 2010, our EXWEL trust, invited about 20 Octogenarian Veterans for observing the day’s function.  18 of the invitees attended the Day’s celebrations. They were all happy recalling their olden days in civil and military life and shared their present state of life. It was really a good and lively gathering.  All the participants were ALL GRAND FATHERS.  (Having number of sons, daughters, grand sons & grand daughters, grand grand sons and grand grand daughters.)

It was heartening to see that most these men were accompanied by their grand daughters and grand sons.  They say their sons are too busy therefore they could not accompany them.  Whatever it may be, the meeting gave a wide impression that these aged men are not really happy.  Not even a single son appeared in the meeting to praise his father.  It does not mean that they are neglecting them.  This is the present environment that is forcing such a life.  Therefore the elders should understand and seek a peaceful life.

The trend of children at present and in future was discussed in length and each one of the participants was in the opinion that an OLD AGE home is a must and and it has taken a momentum in the recent days.  We all deliberated on the feasibility of starting an old age home in our area.  The elders requested our Welfare Trust to take initiative in this direction. Then, all agreed to celebrate every year on these FATHERS DAY and exchange our views and the change of environments. All the Fatherly ESMs were served with snacks.  The Day’s celebration concluded with vote of thanks by our Chief Admin.Officer Hony.Flt.Lt.Natarajan(Retd) and all of them disbursed with a joy of spending a peaceful and enjoyable few hours on this day

The Ex-Servicemen and social welfare Trust arranged one  Ex-Servicemen and Family pensioners meet on 19-6-2010 at Ayothya Hall, Janakiram Hotel, Tirunelveli, Tamil Nadu. Nearly 80 pensioners and family pensioners attended the meeting. The Managing Trustee Sgt.R.Chellappa (retd) welcomed all and thanked for coming all the way from different places in spite their age.

Our Chief Admin .Officer Hony.Flt.Lt.MP.Natarajan(Retd)  delivered
a lecture on the Aims, achievements  and future plans of our Trust and he also introduced all the participants by name. He explained in detail about Endorsement of
Family pension and the importance of Joint account for pension account.

Sgt.S.Kanthiah (Retd), Chief Liaison officer deliberated in depth about the
entitlement of pension of pensioners, Special family pension, Additional
pension for aged above 80 years of age, as per VI th PC and narrated the way of
our approach to the Bank. Most of the participants were helped by the Trust in
getting their correct Rate of pension.

Our Chief Financial Trustee, Sgt.C.Muthukrishnan(Sgt)  delivered a lecture on the formation of our Trust in length. He explained the rules, Circulars of VI th PC, the disappointment of ESM, and the role of Banks. He emphasized the pensioners to know their entitlement by discussing with people like us, particularly Family pensioners and aged veterans above 80 years. The problems of aged pensioners, health care, the need for an aged home etc., etc., were discussed in detail.  ALL THE PARTICIPANTS UNANIMOUSLY WELCOMED NEED FOR AN AGED HOME.

Chief Petty Officer Christopher, Hony.Lt.G.Ramasamy. Hony.Lt.Nataran , Hony.Flt.Lt.Isaac, Sep.Joseph, Sep.Sudalaimuthu Thevar, Sep.Arumugam  and Smt.Saroja Pandian, Smt.Noorjahan Beevi, Smt.Thamilarasi and Smt.Manonmani interacted with Trust members by raising their doubts about pension and other matters. The meet was vibrant with these interactions.

Smt.Kamala Thangaraja (Wife of MWO Thangaraja spoke high of the Trust and its activities and praised the works done by all the Four aged Trustees and  their continued
and untiring works for the Ex-servicemen community.

Our Managing Trustee informed the participants about a Plan
of Starting an OLD AGE HOME for ESM in our place and asked the opinion of the elders. All the elders welcomed the suggestion and promised to support the proposal. The meet was concluded with a vote of thanks by C.Muthukrishan and Lunch was served to all the participants. All the pensioners/ Family pensioners thanked the Trust for the meet and requested to have such a meeting in regular interval to exchange views
among us.

A DISCREET ENQUIRY HELPS A LOT.

A complete bio data of a pensioner/family pensioner is very important to provide them timely help.

Normally in every family, (specially among PBOR families) a wide social contact is lost after the demise of the pensioner.  The details of the family members, their social status, matrimonial status etc., etc., are all remain within the four walls of the house.

In modern days, people don’t like to talk to each other freely about their family matters.  Moreover, asking someone’s personal details is considered as uncivilized act nowadays.  Such a situation how can one help? 

Here comes the importance of a well classified and guarded bio-data of a veteran’s family in a welfare organization.

The Exwel Trust volunteers always make a discreet enquiry about a family of a defence pensioner with the intention of bringing in any help to the family members.

During a recent visit to one aged widow pensioner’s residence, we happened to ask casually as to who was helping her all these days.  The widow sorrowfully showed another young widow, who was none other than her own daughter.  The widowed mother was the only saviour to her widowed daughter.  At this juncture, we explained various government orders, and assured the possibility of getting family pension to her daughter after her life time.  The family was very happy to hear the news.  Tears rolled down from the old widow’s eyes  as she consoled her daughter with a gift of a continued family pension after her life time.

How the family could reach a state of happiness, that is because of the discreet enquiry that was made by the Trust members with sincere efforts.  Therefore a discreet enquiry helps to help a family.

There are many information such as pension to unmarried daughter, pension to divorced daughter, family pension even after re-marriage, increased pension after 80 years of age etc., etc. are still not known to many families living in rural areas.  Conduct frequent meetings to exchange/spread the information.

Sgt.S.Kandiah,(Rtd) He is the  Chief Liaison Offier of the Trust.  Served in the Indian Air Force for 15 years.  He has undergone a special training in France for Aloutte Helicopters. A highly motivated and hardworking individual.  Served in Canara Bank as an Officer for more than 22  years.  He has helped a large number of defence pensioners to get their correct pension.  A total arrears amount of Rs.1 crore has been disbursed to various pensioners with his efforts.  He is the main pillar of the Exwel Trust. THE EXWEL TRUST FINDS ANOTHER WIDOW AND HER

WIDOWED DAUGHTER AND HELPS.

The Exwel Trust’s Chief Liaison Officer Sgt.S.Kanthiah (Retd) , during his visit to Indian Overseas bank, Panagudi,branch, Tirunelveli- dist, for assisting the bank in revising the defence pension as per CDA cir 430, noticed one Widow, Special family pensioner has completed 80 years of age and not paid the additional pension.

We sent a letter to her to call on our office but there was no reply. On enquiry we came to know that she cannot travel due to bad health condition. Hence our Chief Admin.Officer Hony.Flt.Lt.MP.Natarajan (Retd) along with Chief Liaison officer visited her place, a remote village called Vadakku Veppalankulam, 45 kilometers from Tirunelveli. She was immobile due bad health and was looked after her elder daughter, a widow . The condition was pathetic.

On scrutinizing the available pension papers, we confirmed her date of birth as 26-6-1926, hence she was eligible for additional pension of 20% with effect from 1-6-2006. We calculated the arrears on the spot and informed the aged widow . She was surprised and delighted to have such a huge amount of about Rs.85000 plus Rs.2113 increase in monthly pension from next month onwards at this age. We also informed her that her widowed daughter is also eligible for Family pension after her demise. The whole family members were very happy to know this entitlement of pension to her widowed daughter, as they were not at all aware of this Govt. order. They all thanked our Trust for giving this information, that too at their door step.

But for the intervention, Exwel Trust, the poor widow would not have got this arrears and additional pension as there is no body to guide and help her. More over the news of her widowed daughter will be getting pension after her demise is another moral boost to her.

The Exwel Trust members are ready to travel to any corner of the District and help them, if they come to know that some ESM/ family pensioner is getting less pension.

Note: The Four volunteers of the Exwel Trust are all aged above 65 and all are air warriors. It is God’s Gift for the Trust to do such noble deeds at this age. May the Almighty give them good health and long life.

CERTAIN BENEFITS OF 6TH CPC CONSOLIDATED

1..   For PBOR, it was earlier observed that majority were benefited by consolidation
method where as only few were benefited by modified parity method (Annexure III).
However, based on One Rank One Pension (OROP) committee report headed by Cabinet
Secretary, the Govt has issued revised rates of pension for PBOR vide its letter No. PC
10(1)/2009-D(Pen/Pol) dated 08 Mar 10. This letter is applicable for PBOR only and is
available on CGDA website www.cgda.nic.in. Based on this letter, PCDA (P) Allahabad will be issuing instructions to the banks with revised rates of pension for PBOR. Thus, a large number of PBORs could now benefit from the new modified parity method given in the Govt letter. However, family pensioners of PBOR and HFO & HFL are not likely to benefit from this new order. This new order for PBOR will be effective from 01 Jul 2009 and is likely to take some time before it is issued by PCDA(P) Allahabad and implemented by banks. In view of the above, the correct approach to determine the correct pension entitlement will be to check the pension from both the methods and decide on the pension, which is more beneficial. Any query by PBOR on this new Govt Order should be addressed to AFRO.

2.    For Special Family Pension (SFP), Liberlised Family Pension (LFP) and enhanced
Ordinary Family Pension (OFP), there is no provision for modified parity method, only
consolidated method is applicable. On queries, PCDA (P) Allahabad has specially clarified that Enhanced ordinary family pension for death /retirement after 01-01-1999 will be paid only as per consolidation method i.e. annexure I.

3.   Additional pension / family pension are authorised wef 01-01-06 for the benefit of 80
years and above pensioners. This additional pension is over and above the normal pension.  DR on this additional pension is entitled. This additional pension will be paid by PDA (bank, treasury etc) from the same month in which pensioner has completed the age of 80,85,90,95 and 100 years. If the date of birth of pensioner is available in the PPO, then additional pension will be started by the bank straight away. If date of birth is not there in the PPO then pensioner can produce date of birth as given in Pan Card, Matric certificate, Passport, ECHS card, Driving license and Election ID card. Four copies of any of these documents duly attested by a Gazetted officer/ MLA should be submitted to PDA for commencement of additional pension. Based on these documents the PDA will commence Additional pension on provisional basis, for six months. Within these six months, the pensioner should contact this office (PBOR to contact AFRO) with relevant documents for issue of Corr. PPO by CDA annotating the date of birth of the pensioner. The rates for this additional pension are linked as a percentage to the revised basic pension. The rates of additional pension specified by Govt are additional 20% of basic pension for 80 years, 10% increase of basic pension with every five years (i.e 30% for 85 yrs, 40% for 90 yrs and 50% for 95 yrs) however once a pensioner completes 100 years of age, the additional pension will be revised to 100 %.

4.   Besides the additional pension, certain other new provisions of VI CPC and other key
provisions which can affect the entitlement to pension/family pensionary benefits are as
follows:-

(a)   The minimum pension/family pension wef 01.01.06 is Rs 3500/- plus DR.

(b)   The rates for 100% disability element of pension are revised to Rs 5880/-pm for
commissioned officers and honorary commissioned officers wef 01-01-06. Similarly it
is revised to Rs 4300/- and 3510/- pm for warranted ranks (JWO,WO & MWO) and
other ranks respectively. For disability, which is less than 100%, proportionate
reduction in the amount will be done. The rates of constant attendant allowance have
been increased to Rs 3000/-pm wef 01-01-06 irrespective of rank. This will further
increase by 25% every time, when the DR on the revised Pay Band goes up to 50%.

(c)   Broad banding of disability pension for invalidated officers is permitted, since
V CPC i.e. 01-01-1996. This broad banding is done to the nearest higher figure at
50%, 75% and 100%. Earlier this facility was not extended to pre 01-01-1996
pensioners. Now, wef 01-07-2009, this facility is extended to all pre 01-01-1996
disability pensioners who were invalidated out of service.

(d)   Disability pensioners are exempted from income tax on their complete pension
which includes service element and disability element.

(e)   Enhanced family pension (50% of last pay) was payable for seven years from
the date of death of the officer. After VI CPC, enhanced rate of family pension for post
retirement death remains unchanged at seven years; however, for in-service death of
an officer, the enhanced rate of family pension is now extended to 10 years from
earlier period of 07 years. For those cases where enhanced rate of family pension for
seven years has been completed before 01 Jan 06, there is no change. However, if
seven years of enhanced pension is falling due on 01 Jan 06 or beyond (for service
death cases only), then case is to be taken up through this office (Dte of PP&R) for
extending the enhanced family pension by three years (total 10 yrs) through issue of
Corr PPO by CDA. PBOR should take up case on similar lines with AFRO.

(f)   Widows in receipt of Special family Pension (SFP) were permitted to
draw their family pension even after remarriage after V CPC i.e. 01-01- 1996. SFP
is primarily given for death which is attributable to service. Widows, who were
remarried before 01-01-1996, were not eligible for the same. Now widows in receipt
of SFP who were remarried before 01-01-1996 and whose family pension was
stopped are eligible for grant of SFP wef 20-01-2009. The widows who are eligible
should apply to this office in the case of officers and to AFRO for cases related to
PBOR.

(g)   Widows in receipt of ordinary family pension (OFP) were not eligible for family
pension after remarriage. However, as an exception a child less widow after VI CPC,
is eligible for ordinary family pension after remarriage, subject to fulfillment of certain
laid down income criteria. The widows who are eligible should apply to this office in
case of officers and to AFRO for cases of PBOR.

(h)   Widows whose husbands were in receipt of gallantry awards (PVC, Ashok
chakra, MVC, Kirti Chakra, Vir Chakra, Shaurya Chakra, VM (Gallantry), are entitled
to the same monetary allowance (rates doubled wef 14 May 08) after the death of
their husband. In addition, they are exempt from income tax on their full pension.

(j)   The recipients of Gallantry award winners of Chakra series (PVC, MVC, Vr C,
Ashok Chakra, Kirti Chakra and Shourya Chakra) and their widows are entitled for
complementary card passes along with a companion from the Indian Railways, for
free travel in first class/ second AC. The passes will be issued by the office of
Divisional Railway Manager and Headquarters office of the Railways on receipt of an
application on plain paper. Widows will be required to additionally submit copy of
death certificate and non remarriage certificate from a gazetted officer.

(k)   Handicapped children (not capable of earning livelihood) and Unmarried /
divorced / widow daughter are eligible for family pension subject to fulfillment of
income criteria and Audit verification. For Endorsement of the name of handicapped
child in the PPO, an officer can apply during his life time. However, unmarried /
divorced / widow daughter can apply for family pension only if she is unmarried/
remains divorced at the time of demise of her last surviving parent (father or mother).
Her name will not be annotated in the PPO during parent’s life time.

Q.1. I am the mother of the late airman, why should the wife get the pension when my son was not happy with her. Why can’t I get the pension?

ANS As per Pension Regulation wife is the highest eligible heir for receiving family pension. How happy / un-happy your son was with your daughter in-law could have been an issue for divorce had your son been alive. However, after his death the only issue is the legality of marriage, your son’s happiness/un-happiness has no direct bearing on her legal eligibility to family pension. Mother is the highest eligible heir only for a bachelor airman.

Q.2. Since the first wife is dead, why can’t I get the pension as second wife?

ANS When you got married the first wife was alive, therefore in legal terms your marriage had become null and void ab-initio and will remain null and void through out. The mere death of first wife does not change the null and void status of your illegitimate marriage.

Q.3. My husband and his first wife were under the process of mutual divorce; I met the first wife and took her clearance for my marriage. After six months of my marriage legal divorce was granted between the first wife and my husband. Therefore, I fail to understand as to what the problem is and why I am being denied my family pension?

ANS Your actions may appear to be socially correct but they are wrong from the legal point of view.  You should have married only after divorce of first wife. Till the divorce order by a court of law was issued to the first wife she continued to be the legal wife of your late husband. Since you married six months before the date of divorce, therefore, your marriage has become null and void and will remain so. The consent of first wife does not provide legality to your marriage. Since your marriage is null and

void ab-initio, you are not eligible for family pension.

Q.4. I am the mother of the late airman. His minor children from first wife are with me. After the death of his first wife my son had married another lady who does not look after the children born from my first daughter in law. Can I get pension on behalf of minor children of my first daughter in law?

ANS Pension Regulations provide for division of pension between the children of first legal wife and the second legal wife (i.e. marriage after legal divorce / death of first wife). If after verification it is proved that you had been keeping the minor children with you from the first wife of the late airman then you can produce a guardianship certificate and as a legal guardian of the minor child you will get 50% of the entitled pension till the child is 18 years of age there after the child himself can receive his pension. The other 50% will go to the legal second wife. After the first child from first wife attains the age of 25 years of age then the pension will go to the second child till he/she attains the age of 25

years of age. After both the children have reached 25 years of age full pension will be restored to the second legal wife.

Q.5. My daughter in law is suspected of murdering my newly married son in connivance with her lover. She is pregnant and in police custody. She is a blot on the name of woman-hood. Please make sure that no pension is paid to her and I am paid pension as mother.

ANS As per Pension Regulations when an eligible heir is suspected of murder she will not be paid with any pensionary benefits till the final decision of the court. However, as per law every accused is innocent till proved otherwise in the court of law. Therefore, as per Pension Regulation family pension will remain frozen and will not be paid to any other eligible heir including you till the final court judgement. Even if your daughter in law is convicted, since she is pregnant her child will be the next

highest eligible heir for family pension. Since you are alleging that the child belongs to the lover and not to your son, you are at a liberty to request for a DNA test and get a suitable order from a court of law in this matter. No family pension will be disbursed in this case till the court gives an order on either convicting or releasing your daughter in law. Further, in case the daughter in law is convicted the onus

of proving your allegation that the child belongs to her lover and not to your late son squarely rests on you. If you fail to get a suitable court order the pension will go to the legal guardian of the child.

Q.6. My husband has died recently and I went to collect my family pension to the bank as per joint notification. However, there is a difference of my name in the joint notification and the account I have with the bank. The bank has refused to pay me family pension. Please advice me and help me.

ANS Family Pension has a history of conflict between the legal and the illegal wife for grabbing family pension. Since only the legal wife is entitled for family pension therefore, the checks and balances at every Govt agency in terms of correct name of the widow and her correct identity are very critical for commencing family pension. Your husband should have been very careful in ensuring that your name has been written correctly in his service records. We have instances of widows who have fought for ten to twenty years in a court of law to prove their status as a legal wife. Now we will carry out a investigation through our Air Force Police and thereafter based on the emerging facts we will give you a suitable advice on future course of action.

Q.7. My husband left Air Force as a bachelor and married me after two years of retirement. Since you have written that as per the records at AFRO he was a bachelor. Please advice me and help me

ANS Your husband was drawing pension and therefore he must be aware that his wife will be entitled for family pension. Not informing about his marriage and birth of children after his discharge to this office was a grave error on his part. Now you will have to satisfy certain legal and procedural formalities to prove that you are his legally wedded wife and that your children were born out of marriage with him. In addition, we will do our own enquiry on this matter. Please wait for our detailed letter.

Q.8. My husband has been declared as a deserter and dismissed from service. However, I feel that he is missing and has probably died in un-fortunate circumstances. I have no money and no one is there to look after me. Please advice and help me.

ANS Desertion is a serious offence for any fighting force. Therefore, till your husband is a deserter no financial benefits can be given to you. Since you feel that he is not a deserter and he might have died under un-fortunate circumstances. We will write to the last parent unit of your husband to carry out a fresh Court of Inquiry into this matter in accordance with Air HQ letter No Air HQ/40295/PA-III dated 08 Sep 99. If based on this inquiry it emerges that your husband is not a deserter but a missing presumed dead person then your case for family pension would be considered. In addition to this

provision you also have the option to go to a court of law (after seven years of your husband presumably being missing) under section 108 of Indian Evidence Act. If the court declares your husband as a missing presumed dead person then again your case for family pension could be considered. However, please be informed that any deliberate attempt by you for wrongful financial gains by willfully hiding the fact of his desertion can subsequently result in criminal proceedings against you.

Q.9 I am an employed lady with State / Central Govt, my husband has expired, since I am earning a handsome salary, will I get family pension or not?

ANS Yes, you are entitled for Family Pension of your deceased husband alongwith applicable rate of Dearness Relief irrespective of your pay scale. This is a privilege given to all legally wedded wives.

Q.10. What is the procedure for withdrawing pension of an insane /physically handicapped pensioner?

ANS The procedure for such an eventuality is given in PPI Para 38. In order to protect the interest of the pensioner certain checks and balances are there in this procedure. Please write to AFRO for a detailed advice on this matter.

Q.11. If 50 % DA is merged with basic pay or a new pay commission is implemented then will my pension get revised?

ANS The decision as to whether the pension is to be revised or not has to be taken by the Govt. If the Govt decides to revise the pension, then going by the past experience it is expected that revision orders with revision table (old rate versus new rate) will be forwarded to Pension Disbursing Offices (Banks, Treasury and D PDO) who will responsible for automatic revision of pension. This office will have no direct role on this matter however, if a representation is received at this office, suitable advise

will be given to pensioner.
