YET ANOTHER ACHIEVEMENT BY EXWEL TRUST
Smt.Velammal M/O Late Recruit Mariappan (6489697) was sanctioned with Special Family Pension after the death of her son vide PPO No.F/ 871/ 97.
She was being paid with
NON OBSERVANCE OF SPECIAL FAMILY PENSION RULES CDA CIR. 282 AND 410
There are cases where Special Family Pension is granted to widows/ Mothers of Ex-Servicemen. The very purpose of Spl.Fp. is to mitigate the sufferings / Loss of their kin of the widows to some reasonable extent. Despite the fact the order is so clear and there is no cause for any ambiguity , yet in most cases the beneficiaries of the Special Family Pension are not getting their legitimate entitlement and dues for no fault of theirs. In some cases, due to their ignorance they are made to content with the pension what they are getting presently.
As of now, there appears to be no mechanism or system to monitor and ensure that the pensioners are receiving their correct pension. It is not understood as to how such cases are un noticed by the watch ful eyes of AG's Auditors and RBI inspectors. During our special drive in interacting with some Spl.Family pensioners we came to know that they were bing paid only Normal pension of Rs.1275/- w.e.f 1-1-96 and Rs.3500/- from 1-1-2006 instead of Rs.2550/ and Rs.7000/- respectively. Thus they were receiving short payment for the last 12 years.

It is not the over simplification of the fact that there are many such pensioners still at large are short paid. However, it is once again reiterated that but for the timely intervention and prompt action by our Trust team members, the above mentioned pensioners would have not got their entitled pension. The arrears worked out to be 3.84 lacs plus.for each pensioner.
ANOMALY IN DISBURSEMENT OF FAMILY PENSION
Our Chief Liaison Officer Sgt.S,Kanthiah (Retd( visited Indian Overseas Bank, Kalakad Branch, Tirunelvlei -Dist, Tamil Nadu on 30-10-2009 in connection with the revision of pension as per VI th Pay commission. During the scrutiny of the PPOs, he noticed that one family pensioner SMT.HELEN RAJAH W/o Late Lt. Rajah Israel ( Navy Officer) was being paid a basic pension of Rs.3500/- which is minimum pension for the rank of a Sepoy. Further , he observed her date of Birth as 13-3-1925, hence she is eligible for an additional pension of 20% also. THE PPO.NO.is M / 1230/ 72 which is the indication that she is wife of an Officer. Our liaison officer informed the same to the Branch officials and appraised them, which they are not aware. She is supposed to get a basic pension of Rs.8100/- w.e.f 1-1-2006.
After completing the works, our Liaison officer went in search of the residence of the Lady which was about 5 kilometers from the branch. Lastly he could locate the house, but to his surprise it was locked. He made an inquiry in the nearby houses. The neighbor informed him that she was staying with her son at KODAIKANAL for the last 2 to 3 years and expired recently about 5 months back.
What a pity situation. Had her pension been revised correctly as 8100 and an Addition pension of 20% effected, she should have received an amount of Rs. 309580/-as arrears. Not only this, her pension was to be revised from 1-1-96 also. Poor lady could not enjoy the fruit of this large amount of about 5 Lacs plus in her life time and left the world. This is the fate. Now who is responsible for this happenings whether Bank / Auditors or CDA . Now where to go and knock the door.
In this particular case, even after 10 years , ( V th Pay commission ), how this case has escaped the EYEs of the AG's Office Auditors and RBI inspectors. The prefix 'M" in the PPO is the clear Indication that the widow is wife of an Officer. We fail to understand , why the Basic norm is not known to the Auditors/RBI/Banks
Our Trust feels such happenings are there through out the country , and it should be brought to the light of our Ex-servicemen community through medias so that they are aware of their own entitled pension.

It is with mixed feelings of pride & pain that one finds the plight of our ill informed sufferers at the hands of those responsible to ensure that the benefits of contributions made by their dear ones have not been delivered to their dependents due to the apathy of functionaries of the banks.The pride is owed to the selfless service renders by the Trustees of the EXWEL trust who have excelled in their contributions to ensure that the privileges & benefits reach those who are deprived of their rights by the apathy shown by those responsible that has caused pain & suffering to those who are entitled to avail such benefits.
It is so pathetic to learn about late Mrs Helen Rajah who suffered silently due to the inaction by the so called responsible functionaries entrusted with the job which they failed to do properly ,resulting in denial of financial benefits to the entitled . Now these persons are guilty of failing in their duty for which they are being paid by the Tax payer.I wonder if their conscience pricks them for their failings!
I would be failing if I do not highlight the role played by those whose names appear in your writings as well as others who are selflessly involved in the service of their comrades & their families.
May God bless you all of EXWEL TRUST who have set an example for others to follow specially of ESM organizations & their so called leaders who profess to stand for the underprivileged by exploiting their plights to project themselves as their pseudo leaders!!
