Sub:Vows of PBORs Veterans.
Most Respected Sir,
The PBORs veterans were much elated to find the announcement of improved pension for PBORs in the Union Budget presented by your govt. on 6-7-2009 and then your announcement on 15 August, 2009 but now they feel much depressed since bureaucrats are delaying the process of implementation only to please the Senior Veterans who still matter in bureaucratic set up in your govt. and trying to keep the PBORs frustrated till they succeed in meeting their personal designs to embarrass your govt.
As such, the orders for removing the anomaly in the pay of Maj. Generals (implementing the court decision) and grant of improved pay grade to Lt. Generals, which were announced later (on. 12-7-2009) in Lok Sabha by Defence Minister, A.K. Antony, to calm down the much flared Senior Veterans after the Budgetary announcement for PBORs, have been issued about a fortnight ago but the orders regarding improved pension to PBORs have, so far, not been issued.
Similarly, instruction regarding disbursement of regular pension to Hony. Nab. Sub. have also not been issued by PCDA / CGDA resulting in to much frustration among the PBORs. Orders for grant of pension to PBORs at the rate of 70% of the last pay drawn, which were agreed by the govt. long ago, have also not been issued yet.
Vows of PBORs do not end at this stage. your Govt. has been kind enough to grant additional pension to aged veterans who attain the age of 80, 85, 90, 95 and 100 years. Since the date of birth of most of PBORs Veterans is not mentioned in their PPO's, they are not able to receive this benefit so far, though Ministry of Personnel, Public Grievances and Pensions Department of Pension & Pensioners' Welfare (pertaining to civilian pensioners) has issued the instructions vide their letter no. 21-5-2009 to consider certain documents, such as Pan Card, Passports, CGHS Card, Matriculation Certificates, Driving License and Election ID Card etc as proof of date of birth to make the payment of additional pension to Civilian Pensioners and advised Ministry of Defence to issue such instructions for veterans also but the concerned ministry i.e. Ministry of Defence has, so far, not taken any step to enable the Veterans to receive the additional pension, perhaps they may be waiting for the permanent departure of old veterans from this world. This is creating a great resentment among the PBORs and bringing a bad name to your govt.
We, therefore, pray thee to take necessary action in this regard and instruct the concerned depts. to do the needful at the earliest to relieve the PBORs of their agony.

Truely it is a very SAD STATE OF AFFAIRS that not a single issue of PBORs has been resolved during the last one year.
Kindly note that all orgs, with much fanfare, have takenup their issues all in the name of PBORs.
And shockingly, they all have got Govt orders on upward revision of Lt Col pay, HAG+ scale, pensions of senior officers, all in the name of PBORs issues.
More shockingly, even the civilian pensioners and Jt Secy level officers got their pay/pensions revised in the name of PBORs issues.(CoS Report on OROP may please be seen) and all other orders issued. But a big zero for PBORs so far.
The restoration of 70% weightage, upgradation of PBORs pay to one higher grade pay level, To bring all pre-06 pensions on par with post-06 ones, enhancement of Fixed Medical Allowance, Lateral movement, ACP to AF personnel, etc to namee a few.
What is happening? No one raises these issues in Unit /Stn Welfare Meetings? No org/assn working for veterans (headed by very renowned and respected Sr Retd Offrs)at least think of PBORs issues and takeup them with the Govt?. Who has to do this? And when? These are troubling/searching questions. I might well be FUTILE TO WAIT FOR THAT SOMEONE TO COME AND HELP THE PBORs. THAT MIGHT NOT HAPPEN. GOD HELPS TO THOSE WHO HELP THEMSELVES?

Dear Veteran ,
Your letter to Honourable PM is quite commendable and an excellent job. Hope his office will look into the matter at the earliest. unexpected delay in the matter of issuing necessary Gos after repeated announcement by FM&RM in the parliment and press is creating doubts in the mind of PBOR community and orders related to seniors are published without any delay and no explanation for the unexpected deley is being clarified by the concerned authorities.

I am constrained to comment as follows:
I find that while highlighting the geuine problems/ concerns of the PBOR Veterans ,Veteran Prabhjot Singh has based his certain remarks on mere conjecture on his part ,such as "bureaucrats are delaying the process of implementation only to please the Senior Veterans who still matter in bureaucratic set up in your govt. and trying to keep the PBORs frustrated till they succeed in meeting their personal designs to embarrass your govt." such statement by him as a president of
a body that represents both officers as well as PBOR of Punjab , hurts not only the cause he is trying to project to the PM but also creating illwill towards the Officers cadre as a whole.
Subsequently while addressing the Adjutant General he contradicts himself by saying "Sir, is it possible to clear the misconception in minds of ex-servicemen fraternity under such circumstances?
On his introspection I would request Veteran Chhatwal to review his writing to set the matter straight without ascribing any ulterior motive to senior Veterans for the delay in issue of Govt istuctions on the pending grievences/ Woes of the Ex-servicemen community ,specially the PBORs.

Regards.I had no mind to place a rejoinder on this blog in response to your comment but I could not restrain my self because of necessity involved . Please go through the communiques being exchanged on Kamboj's blog which is the nerve centre of IESM,an organization dominated by officers .There is seldom a mention of woes of PBORs and the persons, whose one instalment equals the total pension of sepoy, go on harping on IZZAT-E- KHAS which finally ends with heavy pension packet.The wide gap between the minimum and maximum pensions ,a legacy of British Rule, never touched their conscience. Finally, I must conclude by saying,Wear the shoe and then only you will know where it punches. I nurse no ill feeling about the officers but only a few black sheep invite the wrath of shepherd on the whole lot.My dear Gentle,if you are a gentleman officer, it will take a little longer for you to understand the agony of PBORs and if you are lucky enough to wear the crown of a PBOR, you will have to waste very little time to understand the ground reality.Mere sermons will not serve the purpose of solving the pathetic situation the PBORs are faced with and from my personal experience personal,I can quote with force that officers are trained to be sermoners to woo the subordinates. Regards. PCDA (P) has finally issued the circular no 417 dt 2-9-2009 forproof of date of birth for addional pension to veterans if the same is not written in their PPOs .
