CAN MOD CONFIRM IMPLEMENTATION OF ITS ORDER ?
No. The MOD cannot confirm. The MOD’s Department of Ex-servicemen Welfare headed by a Director (Pension/Policy) issues orders addressed to the three service chiefs and copy endorsed to 23 addressees. The same order is reproduced by PCDA(P) Allahabad under its most important circular No.397 dt.18.11.08 addressed to all Banks including private banks consisting of 12 addressees and copy endorsed to 33 addressees including O i/c Complaint Cell and O i/c Receptionist. The order concerning 17 lakhs defence pensioners does not contain any address of the All India Govt. recognized ex-servicemen organizations like IESL, or AFA. Leave alone the IESM, the IESL and the AFA are being a recognized one, don’t they have any right to have a copy of the order ? If so what is the remedy ? Do we have access to information ? Is that the Govt. wants that we get the copy of all the orders through RTI Act even for basic information purpose ?
I humbly request our IESM core group to think in terms of filing a permanent requisition to the MOD and PCDA(P) Allahabad under RTI Act to issue copies of all the orders to IESM as and when it is released.
It has been accepted by the PCDA(P) Allahabad through its circular No.403 dt.02.02.08 Para 4 that the non-implementation of the MOD order dt.11.11.08 affects the morale of the ex-servicemen and leads to complaints. These orders are carefully forwarded to O i/c Complaint Cell in advance, where as these are not sent to the Govt. recognized ex-servicemen organizations. Now the approach of the IESM has to be different. It has got a large number of highly motivated senior Army/Navy/Air force Officers. They should take up such issues as a challenge and get the things moved in the right direction. We cannot remain a silent spectator any more. What the MOD has done after issuing the order dated 11.11.08. What is the commitment given by the PM’s Office for 70% increase in pension for PBOR ? One side thousands and thousands veterans are returning the medals and the other side the President if decorating with awards unmindful of the sentiments of very senior gallantry award veterans.
