LIFE TIME ARREARS
CLAIM BY FAMILY PENSIONERS
If a pensioner to whom the benefit accrues under the
provisions of any government order/CDA circular has died/dies before receiving
the payment of arrears, the amount so accrued is normally payable to the family
pensioner is called LTA.
But in practice, none of the family pensioner is aware of
the importance of LTA. The pensioners,
during their life time never explain anything about his pension to his
wife. For that matter, most of the
pensioners themselves are not aware of this LTA.
Now, the readers may note that during the past ten years
from 1.1.2006 to .2.2016 there has been four revision in the defence pension on
various dates. They are 1.1.2006,
1.7.2009, 24.9.2012 and 4.2.2016 (OROP).
The 6th CPC recommendations were implemented
on 11.11.2008 with retrospective effect from 1.1.2006. The LTA of a pensioner who died on 12.11.2008
should have been automatically paid to his wife along with the payment of her
regular family pension. But you cannot
name anyone who have received this LTA.
The reason is that the family pensioner is not aware of her
entitlement. The Banks are also not in a
position to guide the pensioner for claiming the LTA. Therefore the amount goes unclaimed forever.
The main purpose of this article is to create awareness
among the family pensioners and to find out about the payment of pension
arrears as LTA as applicable to the date of death of their husbands. Pension revisions were made w.e.f. the
following dates:-
On 11.11.2008 with retrospective effect from 1.1.2006.
On 8.3.2010 with retrospective effect from 1.7.2009.
On 19.1.2013 with retrospective effect from 24.9.2012.
On 11.9.2015 to pay from 1.1.2006 (Cir.547) No mention about LTA in the circular.
On 4.2.2016 w.e.f. 1.4.2014. (OROP Arrears)
The long awaited demand of dual family pension was
granted from 24.9.2012.
If any of the family pensioners feels that she might have
not been paid the said arrears, then they should obtain pension paid statements
for the past 10 years from banks. After
getting the statements, analyze it with the help of some defence pension expert
and prepare the claim. If all the family
pensioners sincerely try, they will definitely get some good amount as arrears.
There is no gain without pain. If you are not alert always, you may lose
even your rightful pension. The old
pensioners are the real sufferers. The
