MANIPULATION IN THE 6TH CPC RECOMMENDATIONS.



MANIPULATION IN THE WELL INTENTIONED RECOMMENDATION
OF THE 6TH CPC.

(a)    The Govt approved recommendation the 6th CPC  states “The fixation of
pension will be subject to the provision that the revised pensions, in no case, shall be lower than fifty percent of the sum of the minimum of the pay in the pay band  and  grade pay thereon corresponding to the pre-revised scale from  which the pensioner had retired”.

 (b)  However, above provisions having been duly approved by the Union Govt, were tweaked / tinkered / modified / manipulated as under to entirely change the essence of the govt resolution “The pension calculated at 50 percent of the minimum pay in pay band plus grade pay would be calculated (i) At minimum of pay band (irrespective of the pre-revised scale of pay ) plus the grade pay corresponding to the pre-revised pay scale”. 

(c)  Kindly note, - The wording “Minimum of Pay in the Pay Band” has been replaced by inserting words “At minimum of Pay Band ( irrespective of  the pre-revised scale of pay)” 
 
(d)  Further the word “and” has been replaced by word “plus” thereby bringing about complete change to determent of the defence services. It may be noted that “the words “sum of” and “thereon” used by the 6th CPC have been omitted and the word “and” has been replaced by word “plus”. This mischievous insertion (of plus) side tracks/de-links wording “corresponding to the pre-revised scale from which the pensioner had retired” from the grade pay and relates ONLY to the “Grade Pay” of the rank, thereby de-linking the same from the words “Pay in the Pay Band”.  The entire effect of the Govt resolution has been wiped out by this unauthorised and mischievous   substitution. 

(e)  Defence pensioners can only be benefited from the recommendation of the 6th CPC if Minimum of pay in the pre-revised scale of pay of the rank from which such pensioners retired, is taken into account for revision of pension of pre 2006 pensioners. 

(f)  Consequent to above, not only are we nowhere closed to the genuine demand of OROP but even the modified parity recommended by the 6th CPC and accepted by the Govt has been mischievously and maliciously denied to defence personnel due to bureaucratic intrigue.

OUR PRAYER FOR A DEAR FRIEND
 
We all have to face the grief of learning about the impending tragedies that confront our lives directly or indirectly !! Both the types of griefs which directly affect the lives of the individuals or indirectly those whose Near/ dear one suffer due to being diagnosed with an incurable disease such as Leukemia also called Blood cancer is a terrible tragedy !! However grief to the person diagnosed as a patient or to those who are close to the sufferer of the ailment is very hard to evaluate.

I feel the suffering is more intensely felt by the sufferer of the disease !! Although we are all aware of the fact that we are all destined to leave this life sooner or later but we do not give much thought to this fact. But when one is specifically forewarned that his/ her existance is limited to a specific period of time ,then it is harsh reality which is rather very hard to bear by the person diagnosed with the incurable ailment than the persons who hold the sufferer very dear / close to their heart !!

While it is too hard for the person to bear the thought of impending end of life he/ she wanted to live for various reasons of commitment to others who may be dependent on such person or unfulfilled desires / task which the person had conceived for self !! It becomes more tragic when the person diagnosed is too young ,say in early twenties when aspirations run high in life !! It is too tragic to bear such a loss by those not directly involved but being close to the victim of the disease also suffer a lot .The loss of life by any being , human or other form is universally unbearable .But time is the best healer for those who hold the person dear .
There is NOT a single family that has not lost prematurely some one held dear by them . But none can gauge the suffering by the person who is suddenly made to foresee the end of lifef or being forewarned about the end ! Who would like or likes to die ? None without exception if I dare say so !!

The question might arise in the mind of the reader as the reason for my writing so !! Well I have to face the tragedy indirectly as I am just informed by some one very dear/ close to me that the person has just been diagnosed as a patient suffering from Leaukemia . I find the thought chilling both for the person directly involved & me as an indirectly involved person !! The sudden revelation to both of us is a shock hard to bear !! I have suffered a heart attack about 9 years back but to the best of my memory , I never thought worrysome of the impending end to my existance at 65 years of age but now when the patient happens to be just 23 years of age , I find the grief too unbearable !!

Under the prevailing circumstaces , one has to resort to PRAYER for rhe inevitable to turn evitable !! Where every other means fail to produce the desired / intended result One has to call through The MERCY plea with the unknown force whom we all call GOD to shower HIS MERCY on the victim to grant relief to the suffering person who is so DEAR to us to prolong the life span of the sufferer/ Victim! I would therefore seek the MERCY from GOD to grant a fresh lease of life to this very Dear person

May I request all the readers of this blog to join me in the prayer to prolong the life of the sufferer by curing the person of otherwise incurable disease as we all know that where all others fail to provide relief the miracles DO occur to save lives of such sufferers through PRAYER !! AMEN !!!

WHY WE DEMAND OROP ?



WHY WE DEMAND ONE RANK ONE PENSION ?

OROP ESSENTIALLY APPLICABLE TO THE DEFENCE SERVICES DUE TO
Extremely severe conditions, extreme job expectations including supreme sacrifice, surrender of fundamental rights, forcible early retirement at his prime age of 35 viz the key role played by the Armed Forces in upholding the democratic values of the country and safe guarding the soverignity  and integrity of the country make it a unique organization uncomparable with any other profession.  Any tinkering with the ethos and morale of the Armed Forces would be at the country’s peril. A soldier’s life is particularly influenced by his service conditions listed below:-         
                                               
            (a)  Surrender of fundamental rights.
            (b)  Accept even death as a professional hazard.
(c)  Live under extremely adverse physical and mental conditions during most part of service life.
(d)  Ignore even the hardships their families undergo, treating those as part of the sacrifice they are called upon to make.
(e) Pass promotion examinations and attend courses of instruction in which non performance can effect ones career.
(f)  Maintain his physical fitness and clear selection boards at every rank from Jawan to Lt Gen to meet the requirements of a pyramidcal organization.  Only less than 1 percent reach the appointment of Hav major, and rank of Sub Maj and Lt Gen, amongst Other Ranks, JCOs and Officers respectively.   While 100 percent of direct entrants in IAS and IFS reach the rank of Addl Secy and above.
(g) Retire much earlier than the age of superannuation, as opposed to other Government employees and with no assurance of a second career.   A jawan retires between 35-38 yrs.  JCOs 42-48 yrs and an officer between 52-60 yrs (bulk of them at 54 yrs as only 15 percent hold the  rank of Brigadier and above).
            (h)  24 x 7 duly schedule.  There is no system of overtime compensation.
(j) SERVICE CONDITIONS OF PRE AND POST 6TH PAY COMMISSION RETIREE DEFENCE PERSONNEL

·         Had their sacrifices been less than the sacrifices made by soldiers who are retiring today?  

·         Was their life less important than the one's retiring or serving today?

·         Were they lesser citizens of  Mother India than the one's retiring today? 

·         Were their families lesser citizens of Mother India than the families of the one’s are retiring today?  

·         Did those soldiers and heroes faced softer bullets than the one's facing today?  
·         Did they live in better conditions than the one's living today?  

·         Did they serve Mother India less than the one's serving today?
 
·         If the answer to the above is NO, then why their pension is not the same as the ones retiring today since pension is a deferred wage for the job previously done.

DEFENCE PENSION GUIDE IN TAMIL

இந்த புத்தகம் தமிழ் பேசும் முன்னாள் படைவீரர்களுக்கும் 
அவர்தம் குடும்பதினர்களுக்கும் எழுதப்பட்டது.

The ex-gratia pensioners are neglected by the banks.  The Govt. also has not revised their pension so far.  The banks are confused over the rate of Dearness Relief given to these pensioners.  For benefit of the Banks and the ex-gratia pensioners we give below the different rates of Dearness Relief payable to these pensioners from 01.01.2006 to 30.06.2011.
