MESSAGE FOR READERS
Tuesday, July 7, 2009
Indian Ex-Services League, Punjab & Chandigarh, hails the step taken by Central Govt. to assuage the feeling of the neglected segment among the Veterans by which it has made an improvement in pension of Personnel Below Officers Rank (PBORS)
Though the Govt. has not, actually, conceded the long pending demand of One Rank One Pension which was being raised by the ex-services community for the last three decades, but still it deserves a big applaud from the Veterans.
PBORs have been virtually crushed by the unjustified recommendation of Sixth Central Pay Commission. The concerted efforts and protests by various ex-servicemen organizations including Indian Ex-Services League, Punjab & Chandigarh, have in fact, made the Govt. to think about the plight of PBORs. As a result, it has announced improved pension for PBORs, in garb of ONE RANK ONE PENSION. This league has sought a justified relief from the govt. and Hon'ble Finance Minister has opened its money box for the soldiers.
But still there are many a slips between the cup and the lips. The govt. may be sincerely willing to give much to the guardians of country,s border but Babudom responsible to implement the orders and sitting in the AC fitted rooms may play bureaucratic gimmicks to dilute and delay implementation of the gracious award given by the Govt. League has asked the ex-servicemen, in general, and its core group, in particular, to be vigilant to locate any trick being played by them.
If implemented fairly, veterans of the rank of Sepoy to Sub. Maj. Will adding a substantial amount to their monthly pension . Sepoy may get about Rs.2000/- to Rs.3500/-PM, Nk. Rs 3000/- to Rs4500/- PM,Hav. Rs 3500/- Rs5000/-PM Nb.Sub. Rs4000/- PM, 3500/-PM Sub. Rs 3500/-PM. and Sub.Maj.Rs4000/- more than what they are getting now.

I find that the funds allocated/available do not match the expected raise in the monthly pension projected as explained below:
Presuming the number of beneficiaries to be 12 lakh ,it would require Rs one crore to to provide a monthly increase of Rs 8.34/individual.With Rs 175 crores available/allocated per month ,it would provide a raise of 175x8.34=Rs 1458/- per month average to 12 lakh beneficiaries.
Since the ratio of Sepoys,Naik,Havildar& JCOs is not known ,I would therefore leave it to the reader to estimate the raise rank wise!
Never the less ,some gain than the present pension is certainly welcome to the Veterans.
