The Defence pension payment has been made so complicated
by issuing large number of instructions by MOD and CDA(P). The PDAs are finding it difficult to follow
all the instructions issued by the CDA(P).
Even the largest, most advanced and challenging Bank like
SBI is unable to find a solution for this problem and facing lot of complaints
for nonpayment of correct pension and arrears. Most of the Banks are taking
advantage of the ignorance of the pensioners and continue to neglect the
necessity for improvement in the system.
Since there is no accountability on the banks for nonpayment
of correct pension and arrears to a pensioner and also there is no effective
grievances redress mechanism in the system, a large number of Defene pensioner
and Family pensioners just paid some amount as Pension. Lack of awareness among the pensioners is
also one main reason for this state of affairs.
In the circumstances, the writer of this article wishes
to analyze some important pension arrears for the information of the pensioners
and their legal heirs.
Every Defence pensioner and Family pensioner must know as
to what the types of arrears due are for them and how to claim them.
Suppose for example, a Havildar of Group X with 21years
of service died on 1.7.2016, let us see what are the arrears due to his wife if
it was not paid during his life time.
1. Check
up his Bank Pass Book, whether he has been paid OROP arrears by Mar/Apr
2016. If not prefer a claim.
2. Again
check up his Pass Book, if he has been paid arrears of Cir.547 in the month of
Nov/Dec 2015. If not please submit claim
to the bank.
3. Check
up from his pass book whether he has been paid correct pension as on 1.7.2016
as per Suvigya print out.
4. Check
up whether he has been paid any arrears for revising the pension from 1.7.2009.
and from 24.9.2012.
The Family pensioner can claim the arrears as LTA. It is better if you submit the claim to the
Bank with proper calculation sheet and circular reference. For the guidance of Family Pensioners and
