WHILE WE ARE FIGHTING FOR IMPROVEMENT
IN OUR PENSION, THE BANKS PAY AS THEY FEEL LIKE
Here is a specific case from Indian Overseas Bank, Virudhunagar Branch of Tamilnadu. Shri R.Ganesan was a Junior Warrant Officer (JWO equivalent to Nb.Sub.GP I) of IAF and was drawing pension from IOB Virudhunagar. He died on 19.9.1999. His wife Smt.Vijaya is eligible for a family pension of Rs.1,560 w.e.f. 20.9.1999 as per MOD letter No.6(3)/99/D(Pension Services) dt.7.10.1999, where as the bank was paying a Sepoy’s family pension of Rs.1,275 only.
Later w.e.f. 1.1.2006, as per 6th CPC and as per MOD letter No.17(4)/2008(1)/D(Pen/Pol) dated 11.11.2008 Annexure III, her family pension was revised to Rs.5,070. But the bank did not bother about any government orders and continue to pay a fixed minimum family pension as per revised scale i.e. Rs.3,500.
For the past 11 years, the poor widow was deprived of her legitimate pension, only because, she was not aware of her husband’s Rank and group and she is eligible for a higher amount of family pension comparing to others. Due to her negligence, she was under paid around Rs.43,300 by the Bank for the past 11 years.
There is no mechanism to fix accountability on a person for his mistake in banks. Similarly, there is no accountability on the Auditing staff. Therefore the pensioners are living at the mercy of the bankers. In most of the wrong payment cases brought by the Exwel Trust workers, (Amount ranging upto Rs.3.5 lakhs short payment) none of the bankers regret for their mistake. Instead they continue to harass the pensioners.
The instant case was brought to our notice by one our colleague Warrant Officer Annamalai, working as a Welfare Organiser in the Office of the Assistant Director of Exservicemen Welfare, Tirunelveli.
The Exwel Trust as usual prepared all calculations, taken Xerox copies of all the government orders and submitted a humble requisition letter to the Manager, IOB, Virudhunagar for the paying the correct revised pension and arrears. Banks treat our letters as a mercy petition, just because, the legal procedure is more painful in these days.

it is a very useful article in this juncture. When we are fighting for OROP, we are not getting what is already given. The readers may think over and fight for their entitlement. The Bankers should understand the pensioners problems,they should not forget that they will also become a

ReplyDeleteOne more additional information - Like others I had been receiving an enhanced pension as per Circular 430 since last two months.Also I recieved an arrears fof the same from 01 Sept 2009.

some sort of calculations from record should be sent to each pensioner so they are aware of entitlement. help from ex servicemen movement may not be able to reach all concerned.
