BENEFITS OF BROAD BANDING OF DISABILITY PENSION



THE BENEFIT OF BROAD BANDING OF DISABILITY PENSION

As per PCDA(P) Circular No.429 dated 04.03.2009, (Rounding up of disability pensions) the revised minimum disability pension of Rs.702/- (i.e. 20% for w.e.f. 01.01.2006) has been increased to Rs.1,755 w.e.f. 01.07.2009.  This rounding up of disability pension from 20%, 30% & 40% to 50% and from 60%, 70%, to 75% and from 80 % 90% to 100% is called broad banding.  Now this is applicable to all defence pensioners drawing disability pension as on 01.7.2009 irrespective of date of discharge.

The rounded up rates for different ranks w.e.f. 01.07.2009 are as follows:-

It is therefore important, that all those pre 1996 defence pensioners drawing different rates of disability pensions (viz.20%, 30% etc. etc.,) are to submit the Annexure to their Record Office/PSA in Triplicate through their PDA immediately to get their rounded up disability pension.


If the benefits of these orders are to reach the pensioners, the CDA(P) Allahabad
should process these Annexures quickly and issue
Corr PPOs without any delay.


Affected pensioners, please take a print out of Annexure, fill it up and submit in Triplicate immediately.  Please get the order printed and keep it handy to show it to the bankers.  If you are not getting a Corr PPO within a reasonable time, report the matter to your Record Office.

  1. Very good information for the Disability pensioners. Though the order is issued in March 2010, very few people only know about this. Banks are not bothered to inform the pensioners. It is the effected pensioners only have to take interest and apply for broad banding.
    Two persons from abroad have viewed this information but our Indians are not having the habit of viewing the sites. It is the situation sir.

  2. I don't think it has been made applicable to all.
    Only INVALIDED OUT are covered.
    circular 429 reads as under:-
    BACK GROUND
    2. Consequent upon issue of letter No.1 (2)/97/D (Pen-C) dated 31.01.2001 the
    benefit of Broad Banding i.e. Rounding of Disability, 50% (for disability less than
    50%) and 75% (for disability between 50% to 75%) and 100% (for disability from
    76% to 100%) has been given for those who have been invalided out from the
    service on medical ground due to military service on or after 01.01.1996. The
    demand of this benefit for Pre-96 defence pensioners has been pending with Govt.
    which has been considered by Cabinet Secretary Committee and recommended for
    extension of this benefit to Armed Forces Officers and PBOR who were invalided out
    of service prior to 01.01.1996 and are in receipt of disability/war injury pension as on
    01.07.2009. The Govt. has accepted the above said recommendations and issuedorder vide MOD letter No. 10(01)/D (Pen/Pol)/2009/Vol-II dated 19.01.2010 quoted
    above.
    AFFECTED CASES
    3. With effect from 01.07.2009, the concept of broad banding of percentage of
    disability / war injury, as provided in Para 7.2. of MOD letter dated 31.01.2001
    quoted above, shall be extended to Armed Forces Officers and PBOR who were
    invalided out of service prior to 01.01.1996 and are in receipt of disability / war
    injury pensions as on 01.07.2009.Wherever,the disability element / war injury
    element of pension in Pre 01.01.1996 cases was not allowed for disability being
    accepted as less than 20 % at initial stage or subsequent stage on reassessment of
    disability, the same will continue to be disallowed and such cases will not be re –
    opened.
    4. Further, as per above Govt. letter the cap on war injury pension with
    reference to emoluments last drawn in cases of disabled pensioners belonging to
    category ‘E’ of para 4.1 of this Ministry’s above mentioned letter dated 31.01.2001
    shall stand removed with effect from 01.07.2009 for Armed Forces Officers and
    PBOR pensioners. The provisions contained in para 8 of MOD letter dated
    16.05.2001, para 10.1(b) of MOD letter dated 31.01.2001 and para 6.4 and 7.4 of
    letter No. 16(6)/2008(2)/D (Pen/Pol) dated 05.05.2009 shall stand modified to that
    extent.
    5. In other words the cap on war injury pension with reference to emoluments
    In case fresh orders are issued then authority is requested please.

  4. dear sir,
    self invalidated out of navy with 30 percent, on dec/80 with 7 yrs 11 months as artificer 4.
    i did sent these annex to navy as well as cda allahabad.
    but nothing happened.
    is it applicable to me also ?
    pls advise and help.

  7. Dear Sir,

    I left the Army in Mar 1994 on completion of terms of service in the rank of Subedar after putting more than 28 years of service. I was granted 30% of Disability Pension with persuation to Higher authorities, as in the initial stage the CDA(P) rejected my case. Now I am getting 30% of Disability pension.
    Please advise me in view of the judgement of AFT Chandigarh Bench O.A.No. 329of 2010 dated 04-08-2010 whether this is applicable to me and the Govt orders have been issued. From Ex Sub BD Garg, A-52, Guru Nanak Colony, Sangrur-148001

  9. my father was completed 8years 8month service in army and out from 50% disability pension in 1986 but still we have not got any facility from defence and my case is going on tribunal(Lucknow) please suggest if my father get diasability pension then consecutively we also get normal pension

  10. Sir, I was invalided in jun 90 as NANA with pertial blindness after cataract operation. As I was DSC, I was put on stranious duties without giving adequate treatment in BH and discharged after 12 years of service. I am still waiting for pension.

    Please let me know whether any possibility to get this pension.

  13. Awesome platform, initiated by these people. Plz tell me that, in first Appeal I have given @20% disability pension, so what to do now for rounding up @50%.Is it wil be done by authority automatically or I have to file a case in AFT. Plz advice soon.
