This organization has taken up the case of Inadequate promotion among the PBORs (Personnel below Officer Rank), Assured Career Progression Scheme (ACP Scheme) among the ranks up to Havildar and additional conditions imposed on the Post-Retirement Canteen Benefits of PBORs with the Integrated HQs of MOD (Army), Ministry of Defence, New Delhi vide our letter no. 1. Ref your letter No. IESL/13/2009 dt. 18 May, 2009.

2. The following are clarified for your info please :-

(a) Inadequate Promotion among the PBOR. A study for cadre review is under way which would address the issue.

(b) Assured Career Progression Scheme (ACP Scheme). Instructions for implementation of ACP are under preparation and will be issued shortly.

3. The above are the issues being progressed by PS Directorate.
