WHY THERE IS DELAY
IN PAYMENT OF DELINKING ARREARS?
WHAT IS THE SOLUTION ?
Ministry of Defence issued instructions on 30.9.2016 and
CDA (P) released Circular No.568 on 13.10.2016
to all Pension disbursing agencies to disburse the arrears before the
festival. It is more than 15 days
passed. The expensive deepawali festival
is also over. The Banks show no
indication as to when they will pay.
The MOD instructions regarding the Delinking arrears
itself was delayed for more than 6
months comparing to the instructions issued for Civil Pensioners.
This is the first time in the life of a Pre 76 Soldier,
going to receive a pension arrear of around one lac. For example a Pre 76 Sepoy, who has taken
part in 1965 and 1971 war, now living at the fag end of his life (at the age of
around 78 years) will receive an arrear amount of around Rs.93000/-. A great joyful moment for him and his
family. At this moment, we should thank
Shri.Inasu, who had initiated a long legal battle and won. The banks should
understand the sufferings of old and poor defence pensioners.
While this being the background of the Delinking arrears,
the Banks simply shelved this order as usual and disappointed 1.5 million
Defence Pensionesr on this Deepavali day.
There is no good reason for the delay.
This is only due to the lethargic attitude of the banks towards Defence
Pensioners. This is highly condemnable.
While a small Ex-servicemen Welfare Organisation like the “Exwel
Trust” could develop a simple software solution to calculate individual
delinking arrears online within 3 minutes, why the banks could not do and pay
? The Trust had offered assistance to all
the banks through emails for calculating arrears in a short time, but except
one or two banks, none of the other banks responded to their request.
Unless all the Defence pensioners join together and
conduct a massive dharna infront of all the banks, the banks will not pay of
their own. Yes that is the only way.
My dear brethren, join together, conduct a meeting,
take the print out of your arrears by visiting our website www.exweltrust.in and submit to the bank
under massive dharna immediately.

Banks are not delaying it but its Finance Minister and Mr. Modi Govt who have not issued any specific instructions and even funds as I think. This Govt say some thing in public and do some thing. This is the Govt in the history who gives credit of surgical strike to RSS and BJP and politicised the surgical strike which should have been a secret. Now all can see there are almost daily casualties on J&K boarder. DONT BELIEVE IN PM MODI AND BJP. For OROP also they wanted not to give to VRS retirees. Think why Veterans welfare after all as civilians paid within no time both DL-33 and Pension but Ex Army personnel still given nothing even serving soldiers given partial arrears of 7th cpc pay which is also much delayed.
ReplyDeleteVeterans association should ask the reason for delay thru court, once the decision for civilian can be taken and can be paid within 15 to 20 days, why there is delay for veterans, interest to be paid for delay, concern department persons individually should be penalized and should be de promoted.without such strictness we veterans will be always sufferer's
